HARDY, DIRECTOR OF DEVELOPMENT SERVICES DECEMBER 19, 2000 DEVELOPMENT SERVICES TECHNICAL REPORT OF CONDITIONAL USE APPLICATION C000-64 AUTONATION APPLICANT: John Strautman PROPERTY LOCATION AND SIZE: The subject property is located at 701 State Highway 114 East and is platted as Lot 1 R, Block 1, Payton Wright Ford Addition. The addition contains 15.594 acres. The property has approximately 602 feet of frontage along State Highway 114 Service Road and 610 feet of frontage along Hanover Drive. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting to revise the previously approved site plan of C000-33 (Ord. No. 2000-81) for an automotive dealership, specifically to extend the length of building by five -feet add one additional service drive modify the parking layout add a masonry wall to screen the service areas from the front of the site and modify the previously approved 40 -foot pole sign, ten -foot monument sign and six-foot ground sign The applicant is proposing to add a third service drive to the previously approved showroom/service center. The addition of this drive will extend the building an additional five -feet as well as slightly rearrange the parking areas in the front left and front right sides of the site. A masonry screening wall is proposed to screen the service area from the front of the site. The previously approved on-site signs have all been modified to incorporate the new corporate sign standards. The height of the signs haven't been changed, just the overall look of the signs. 01nu/C000-64.4 1 December 8, 2000 (9:28AM) 0 PRESENT ZONING AND USE: The property is currently zoned "PCD", Planned Commerce Development District with a conditional use permit for an automotive dealership and is undeveloped. HISTORY OF TRACT AND SURROUNDING AREA: The subject and surrounding properties were rezoned in the 1984 City Rezoning from "LI", Limited Industrial District to "PCD", Planned Commerce Development District. A conditional use permit for a planned commercial center for an automotive sales and service dealership of pre -owned automobiles (Autonation) and a forty foot pole sign was approved in October 1996. No subsequent development has occurred on this site and the conditional use permit expired. C000-33 (Ord. No. 2000-81) was approved on August 15, 2000, providing for an automotive dealership with sales and service of new and used vehicles and a forty -foot pole sign with an additional 6 -ft. ground sign. The property to the east received a Conditional Use Permit (CU95-24) for a Planned Commercial Center for automotive sales and service with 50% or more sales to be new automobiles, removal of the billboard sign and a forty foot pole sign. The Planned Commercial Center was later amended by CU96-20 (Ord. No. 96-63). Texas Toyota was subsequently developed on the site. The property to the north and south of the subject site was purchased by D/FW Airport in 1998. Few activities will be affected by aircraft sounds in "Zone A" except for sound sensitive activities such as auditoriums, churches, schools, hospitals, and theaters.
