MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER f,$/ MEETING DATE: DECEMBER 18, 2001 SUBJECT: APPROVAL OF CONSTRUCTION SERVICES FOR A PICNIC PAVILION AT PICKERING PARK RECOMMENDATION: City Council to consider award of a contract to Randall and Blake, Inc. for the construction of a concrete foundation and installation of a picnic pavilion at Pickering Park in the total amount of $21,895.00. Park Improvements ... $21,895.00 BACKGROUND: On September 1, 2001 the Governor signed legislation raising the formal bid limit requirement from $15,000 to $25,000. In accordance with City Purchasing Policy three written quotations were taken and advertisement was not required. The purpose of this bid was to obtain competitive pricing for the construction of a concrete foundation for a picnic pavilion and the installation of a pavilion provided by the City. The size of the picnic pavilion is 40' x 30' and the size of the concrete foundation is 50'x 40'. This project is funded as a result of a settlement with Verizon Wireless related to the installation of an above ground facility at Pickering Park. While the easement agreement specifically stated the facility should be constructed below ground, Verizon did not meet those specifications. Pickering Park was originally constructed with the use of federal funding in 1977 . As a condition of those funds, any non -recreational use of the park is prohibited and is grounds for non-compliance with the grant program. In order to avoid any major problems with future park development grants, Staff prepared and presented a mitigation plan to Texas Parks and Wildlife. The mitigation plan, which was approved, involved $81,000 in improvements to Pickering Park. Verizon Wireless, through Staff negotiations, agreed to pay for the cost of the improvements in exchange for leaving the facility at the current site. Verizon Wireless paid the City of Grapevine the full amount in October. December 12, 2001 (2:36PM) The improvements at the park include a hike and bike trail, additional irrigation and landscaping and a new picnic pavilion. The trail has already been constructed. The remaining items will be completed in the next month or so.
