APPROVAL OF BID 116-2001 FOR THE PURCHASE OF
PATROL MOTORCYCLES
City Council to consider award of bid 116-2001 to Red River Harley-Davidson, Inc. for
the purchase of four police patrol motorcycles. The total amount of this expenditure is
$60,860.08. A bid tabulation is attached for review.
FUNDING SOURCE:
Funds are available in the lease fund to satisfy necessary debt payment requirements.

BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021, 252.0215, and 252.022.
This bid was advertised in the Fort Worth Star Telegram and the Grapevine Sun on
November 15, 2001 and November 22, 2001.
The purpose of this bid was to obtain competitive pricing for the purchase of four police
patrol motorcycles. The bid was sent to six vendors with one vendor responding. All
vendors were called within twenty-four hours proceeding the bid opening to insure they
received and were aware of the bid opening date and time. The non -responding vendors
indicated they did not bid due to existing inventory or other commitments.
These patrol motorcycles will replace current units that have either reached their life
expectancy or where maintenance costs are approaching or have exceeded their
original purchase price as shown in attachment "A".
Red River Harley-Davidson, Inc. responded to the bid and met all of the bid
requirements. Staff recommends the award be made to Red River Harley-Davidson.

Current Replacement Criteria for Motorcycles:
• No more than four years of service (due to nature of usage) and/or
• Maintenance costs that approach 90% of the original purchase price of $9,500
and/or
• Mileage near or above 40,000 miles
