HomeMy WebLinkAboutWS Item 01 - Lancaster DriveWKInvo 1--_ MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER 141-P MEETING DATE: JANUARY 15, 2002 SUBJECT: WORKSHOP - PARKING PROHIBITION ON LANCASTER DRIVE The following options for on street parking control on Lancaster Drive will be presented for discussion: • Prohibit parking along the entire street section from College Street to the SH 114 Service Road. • Prohibit parking only along the section of Lancaster Drive between Baylor Parkway and College Street. Prohibit parking to the left and right side of each driveway on the street. • Prohibit parking on one side of Lancaster Drive between the SH 114 Service Road and College Street. DISCUSSION: Lancaster Drive is a curvilinear street that connects College Street and 114 Westbound Service Road. The street section is approximately 42 feet wide with nine -foot parkways. Parking is currently allowed on the entire stretch of the street. The section of Lancaster Drive between College Street and Baylor Parkway carries approximately 4,200 vehicles / day, which is a substantial amount of traffic for a two-lane roadway. The section between Baylor Parkway and 114 Service Road carries less traffic and has few driveways. There are several driveways on the section of Lancaster Drive between Baylor Parkway and College Street that provide access to office buildings. Additionally, the undeveloped lots in the area present the potential for more driveways onto the roadway. 0:\agenda\1-15-02\workshop Parking Prohibition Lancaster January 9, 2002 (4:52PM) The existing office buildings, which predominately house medical offices, have a high traffic turnover that creates a large number of turning movements in and out of the driveways. Field observations indicate that vehicles routinely park on this section of Lancaster Drive, sometimes blocking the visibility of motorists coming out of the driveways. The combination of high traffic volumes and heavy driveway traffic may create a potential for accidents if adequate sight distance is not available. Regulating on -street parking to provide for better visibility can improve traffic safety on Lancaster Drive. Options that could be implemented (see enclosed exhibits). • Prohibit parking along the entire street section from College Street to the SH 114 Service Road. This option would create a consistent no -parking zone along the entire street section. (Exhibit A) • Prohibit parking only along the section of Lancaster Drive between Baylor Parkway and College Street. This is the section that has the highest traffic volume. A majority of the driveways exist on this section and on -street parking occurs mostly on this section. Therefore, prohibiting parking in this section would target the potential problem directly. (Exhibit B) • Prohibit parking to both sides of each driveway on the street to provide adequate distance for motorists on Lancaster Drive to react to vehicles coming out of the driveways. This option prohibits parking over a large segment of the roadway between College Street and Baylor Parkway, but also leaves some areas open to parking. It should be noted that this alternative would require two signs per driveway, resulting in a number of signs along the street. Also, with the development of the property, more signs would be installed. (Exhibit C) • Prohibit parking on one side of the street from the SH 114 Service Road to College Street. This option addresses the narrowing of the roadway and will improve visibility for motorists on Lancaster Drive and those entering and exiting the numerous driveways.
