HomeMy WebLinkAboutItem 11 - Surplus PropertyITEM ! ll MEMO TO: HONORABLE MAYOR AND MEMBERS OFF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER 1-0v 0 MEETING DATE: FEBRUARY 19, 2002 SUBJECT: APPROVAL OF A RESOLUTION FOR THE DISPOSAL OF SURPLUS PROPERTY RECOMMENDATION: City Council to consider a resolution declaring the property listed in Exhibit "A" of the resolution as surplus and/or salvage and to authorize the donation of this property (1989 Chevrolet Surburban) to the Casa Hogar Quinta Manuelita Orphanage in our sister city, Parras, Coahuila, Mexico. BACKGROUND: When representatives from Grapevine visited Parras last year, they toured La Quinta Manuelita orphanage and learned of its dire financial situation. The Casa Hogar Quinta Manuelita was founded by Evaristo and Manuelita Madero in 1902. The La Quinta Manuelita, which has been an important part of the community for almost 100 years, operates on funds collected solely through private donations and fundraising. The orphanage can accommodate up to 60 girls; however, currently houses only 30 girls due to lack of funding. The orphanage is in need of a multi -passenger vehicle to transport its residents. In August 2001, the City Council approved the donation of a 1996 Suburban for a surplus donation for this same purpose. Unfortunately, the laws controlling importation of vehicles into Mexico caused the fee for the newer vehicle to be higher than the orphanage could pay. The 1996 model was not taken to Mexico and was pressed into service for the roundhouse mechanic and is still in use by the City. We now have a 1989 Suburban that is ready to be declared surplus and donated. The Mexican government fees for this vehicle are low enough that the orphanage will be able to accept the vehicle. Staff recommends donation of the vehicle to La Quinta Manuelita in the City of Parras. Upon approval of this resolution, the vehicle will be formally presented to Parras representatives in the early fall. CD/sjw February 14, 2002 (9:34AM) Is RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, DECLARING CERTAIN PROPERTY SURPLUS AND/OR SALVAGE, IN ACCORDANCE WITH EXHIBIT "A", PROVIDING FOR THE AUTHORIZATION OF THE DISPOSAL OF SAID PROPERTY; AND PROVIDING AN EFFECTIVE DATE WHEREAS, it has been determined that the City of Grapevine is in possession of items of surplus and/or salvage property; and; WHEREAS, the procedure of notification of the owners of surplus and/or salvage property, as outlined in the State Statute, has been met. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the item described in Exhibit "A", attached hereto and made a part hereof, is hereby declared surplus and/or salvage. Section 3. That the City Manager, or his designee, is authorized to dispose of said property in accordance with State Statute. Section 4. That the vehicle will be donated to the City of Grapevine's sister City in Parras, Coahuila, Mexico, to the Casa Hogar Quinta Manuelita Orphanage. Section 5. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 19th day of February, 2002.
