Mr. Ronald Hamm, the applicant, is platting this 13.701 acre site for a Hummer dealership. This property is located east of the State Highway 121 frontage road and west of Stone Myers Parkway on the north side of Prospect Parkway. 2. The site is currently undeveloped. II. STREET SYSTEM: 1. This site has access to State Highway 121 and Prospect Parkway. 2. There is a 90 -foot Major Investment Study (MIS) setback on the plat for the future widening of State Highway 121. 3. There is a 40 -foot access and utility easement that runs northeast along the east side of the property. u III. STORM DRAINAGE SYSTEM: 1. The western portion of the site drains to the south towards Prospect Parkway. The remainder of the site drains to the east towards the future Stone Myers Parkway. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 10 -inch water line located along the south right-of-way of Prospect Parkway. 2. The developer will extend a 10 -inch water line parallel to the State Highway 121 frontage road for the length of his frontage for the future extension of the system to the north. 3. The developer will be required to construct a public water distribution system necessary to meet domestic and fire protection needs of this development. 4. The extension of the 10 -inch water distribution system to the site is adequate to serve the domestic and fire protection needs of this site and future surrounding developments. \\CHDN\DATA3\DATA\PWORKS\AGENDA\02-19-02\Hummer P.doc V. SANITARY SEWER SYSTEM: 1. There is an existing 8 -inch sanitary sewer main stubbed to the property along the north side of Prospect Parkway. 2. A twenty -foot sanitary sewer easement is being dedicated on the east side of the property to provide for future sanitary sewer services for the undeveloped tract to the north. 3. The existing sanitary sewer collection system is adequate to serve the needs of this site and future surrounding developments. VI. MISCELLANEOUS: 1. Water and Wastewater Impact Fees are due prior to the release of Building Permits. The current fee is $ 74,012.80 ($5,402.00 per acre x 13.701 acres). VII. STATEMENT OF FINDINGS: A. The City has determined that the easements required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The utility easements dedicated by this plat are necessary to provide for public and franchised utility service to this and surrounding developments. 2. The access easement dedicated by this plat is necessary to provide for traffic flow across the site until future roadways are constructed. 3. The drainage easements dedicated by this plat are necessary to provide for the conveyance of storm water run-off. B. The City further finds that the required dedication is related both in nature and extent to the impact on the proposed development as follows: 1. The utility easements dedicated by this plat will allow for public and franchise utilities to serve this development and surrounding sites. 2. The drainage easements dedicated by this plat will allow for the conveyance of storm water run-off. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Preliminary Plat Application of Lot 1, Block 1, Classic Hummer."
