HARDY, DIRECTOR OF DEVELOPMENT SERVICES MEETING DATE: MARCH 5, 2002 SUBJECT: GRAPEVINE COMMERCIAL HISTORIC DISTRICT NATIONAL REGISTER OF HISTORIC PLACES The Grapevine Heritage Foundation is considering resubmitting the Grapevine Commercial Historic District nomination as listed on the National Register of Historic Places. The restoration of the Palace Theatre and Buckner Cash Grocery Store, in addition to other rehabilitation projects on Main Street has encouraged the Foundation to consider the re -submittal to nationally recognize the improvements within our historic district. The Grapevine Commercial Historic District was listed on the National Register of Historic Places in 1992 and initially only included the property on the west side of the 400 block of South Main Street (see attached map). In 1997, the district was extended to include the properties on the east and west sides of the 300 and 400 blocks of South Main Street. The National Park Service (NPS) administers the National Register of Historic Places. Prior to their review, a nominated or re -submitted district must be reviewed and approved by the State Board of Review, which is a volunteer board of the Texas Historical Commission (somewhat similar to our HPC). Once approved, the nomination, with a recommendation from the State Board of Review, is sent to NPS in Washington, D.C. for consideration. Districts that are listed on the National Register are regulated only when applying for federal tax credits for rehabilitation of historic buildings. Districts using federal dollars must comply with the requirements of NPS, which are the Secretary of the Interior's Standards for Rehabilitation. It should be noted that the listing on the National Register identifies buildings within a historic district as "Contributing" or "Non -Contributing" to the character of the historic district. A "contributing" building is generally considered to retain its historic integrity and relay the historic significance of the district, and vice -versa for a non-contributing building. When the extension was approved in 1997, the Palace Theatre, in addition to a few other buildings, were listed as `Non Contributing" members of the historic district. The February 27, 2002 (10:37AM) Grapevine Heritage Foundation would like to resubmit the nomination of the entire district (both the 1992 district and the 1997 extension) in order to establish the Palace Theatre and other buildings as Contributing buildings to the historic district. Preliminary Findinas Our Preservation Consultant, Dwayne Jones, has preliminarily found that the status of four buildings in the existing district should be updated to Contributing Structures within the historic district. The four buildings are: 308 S. Main (Palace Theatre) 308 Y2- 310 S. Main (Lancaster Theatre) 311 S. Main Street (Ski Shop) 316 S. Main Street (Main Street Bread Baking Company) In addition, the restoration of one building, 530 S. Main Street (Mantis Urban Market), merits extension of the historic district south to the corner of South Main and College Streets. February 27, 2002 (11:22AM) NORTHWEST HIGHWAY W.
