HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ROGER NELSON, CITY MANAGER APRIL 2, 2002 BASS PRO DRIVE RECONSTRUCTION City Staff will brief City Council on cost estimates for the extension of Bass Pro Drive eastward from SH 121 to the Coppell City Limits for a distance of approximately 1,800 linear feet. The City of Coppell has the roadway segment from the Grapevine City Limits to the Freeport Parkway intersection under design by Trans Systems, Inc. Staff has approached the consultant for an estimate to design and construct the segment in Grapevine. The estimated cost of widening this roadway (in Grapevine) is $ 1.3 million including engineering design and construction phase services fees of $ 180,000. For such a short length, it would be more cost effective for us to include our improvements with Coppell's plan under one construction contract. Two property owners front the roadway between SH 121 and the City limits on the north side and DFW fronts the roadway on the south side. We expect that the property owners will dedicate any needed right-of-way for the project. Staff proposes to enter into owner agreements with the two owners on the north side of the roadway. Under these agreements, the City will fund the improvements and the owners will authorize voluntary liens on their property as a means of reimbursing the City at the time they sell or develop any portion of the two properties. Bethel Road in Coppell and Bass Pro Drive in Grapevine carry a significant amount of traffic in the morning and evening peak hours serving as a connection with SH 121 and IH 635 as well as a reliever route during high levels of congestion on the major freeway system. It serves as a continuation of the Northwest Highway / SH 26 / Bass Pro Drive corridor across the northern part of Grapevine and continues east into Coppell to Denton Tap Road and Belt Line Road. March 28, 2002 (8:38AM) Without the City of Grapevine's improvements to its segment, the construction of Bethel OF Road planned by the City of Coppell will leave an 1,800 foot long bottleneck in east Grapevine for motorists using this corridor, many of whom are Grapevine residents. This improved roadway will provide an additional improved route to Grapevine Mills Mall and Bass Pro Shops as well as provide a much needed reliever route during the construction of the funnel improvements in this area.
