HomeMy WebLinkAboutItem 05 - Stone Myers ParkwayITEM e MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER ✓ MEETING DATE: APRIL 2, 2002 SUBJECT: STREET NAME DESIGNATION / STONE MYERS PARKWAY RECOMMENDATION: City Council consider adopting an Ordinance amending Chapter 20, Section 20-7, Streets, Sidewalks and other Public Ways, Street Name Changes of the Code of Ordinances to establish the name for the east / west cross street beneath SH 121 and SH 360 as a continuation of Stone Myers Parkway, authorize staff to erect the necessary signs, and take any necessary action. BACKGROUND: Stone Myers Parkway currently begins at SH 360 Northbound Frontage Road and extends northeast to Patriot Parkway. Extending from its intersection with SH 360 is an unnamed roadway that serves as a cross street between the southbound SH 121 Frontage Road and the northbound SH 360 Frontage Road (see attached map). Motorists driving on SH 360 and on SH 121 have difficulty finding Stone Myers Parkway since there is no advanced signage indicating the presence of this street on the highway system. TxDOT has advised us that they can install additional signs on their system noting Stone Myers Parkway if the unnamed segment beneath the highway main lanes is also named Stone Myers Parkway. JSL/dsm 0:\agenda\040202\Stone Myers Parkway.agm March 27, 2002 (8:42AM) C6 Z t O a \\Cµearo WJ .a F- F- s U) to 5 w. yam, W peon{ 9681MA SN �Z6 HS (punogy:PoN) saue-1 uieyy 6Z6 HS W (punogylnoS) saue-1 uiew �Zl HS Z peon 968IM-1 SS 6U HS �'�' IST2111091MAZ • AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES, CHAPTER 20 STREETS, SIDEWALKS AND OTHER PUBLIC WAYS, SECTION 20-7 RELATIVE TO STREET NAME CHANGES; PROVIDING FOR THE NAME CHANGE OF A CERTAIN STREET; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, there is an existing section of street that extends beneath State Highway 121 and State Highway 360, from the State Highway 121 southbound frontage road to the State Highway 360 northbound frontage road; and WHEREAS, no specific name has ever been established for this street section; and WHEREAS, a street named Stone Myers Parkway begins where the unnamed street section ends, at the State Highway 360 northbound service road; and WHEREAS, it is desirable to name this street section to facilitate traffic flow and easily provide directions to Stone Myers Parkway from State Highway 121 and State Highway 360; and WHEREAS, it is appropriate to designate this street section as Stone Myers Parkway since it is an extension of Stone Myers Parkway west of State Highway 360. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all of the above premises are found to be true and correct and are incorporated into the body of this ordinance as if copied in their entirety. Section 2. That Chapter 20, Section 20-7 Street Name Changes of the Grapevine Code of Ordinances is hereby amended by the addition of the following street name changes: "The street section extending east from State Highway 121 southbound frontage road to State Highway 360 northbound frontage road is designated and shall hereafter be known as Stone Myers Parkway." Section 3. All provisions of Section 20-7 not specifically amended herein shall remain in full force and effect and shall not be amended by the adoption of this ordinance. Section 4. If any section, article, paragraph, sentence, clause, phrase, or word in this ordinance, or application thereto any person or circumstance is held invalid or unconstitutional by a court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance in spite of such invalidity, which remaining portions shall remain in full force and effect. Section 5. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
