APPROVAL OF THE PURCHASE OF A SERVER AND TAPE
LIBRARY AND THE RESOLUTION THAT RATIFIES THE
INITIAL PURCHASE
City Council to consider award of a contract to the Insight Company for the purchase of
a Quantum Snap Server and Tape Library in the total amount of $17,336.93.

BACKGROUND:
This purchase is being made as an emergency purchase in accordance with Local
Government Code Chapter 252, Subchapter B, Section 252.022 (a) (1) (2).
The disk space to store documents on the City Hall server has reached capacity due to
a substantial increase in data storage requirements. This is causing problems for the
Engineering and GIS divisions. The most pressing issue is that there is not enough
space for storage of newly created large graphic documents generated by AutoCad and
GIS applications. Presently new business and housing starts are strong. This is causing
a lot of activity for these programs. Secondly, low capacity is causing difficulty retrieving
large documents because they are in a compressed format and there is not sufficient
space to uncompress them. Engineering's inability to retrieve these existing files is
causing business difficulties on a daily basis.
Another situation is due to the fact that the volume of data to be backed up exceeds the
capacity of our tape backup system. Currently, it takes over 14 hours to backup the data
on four tapes. This causes two problems. The first is that the longer backup time
increases the risk of failure during the backup process. We are experiencing an
unacceptable failure rate for the City Hall backup system. Secondly, if we have a server
crash that loses data during the day it could possibly take all day just to restore the data.
This leaves us vulnerable to being unable to provide computer services on a given day.

Because the total amount of this purchase is under the $25,000, the State required
threshold for sealed bids, Staff solicited three written quotations. The lowest overall
ell, quotation was from the Insight Company. To insure the integrity of the City's data
system an order was placed with Insight to obtain the needed hardware. A copy of the
solicitation tabulation is attached.
Staff recommends ratification of the purchase of the server and tape library in the
amount of $17,336.93.

CIO RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE RATIFICATION OF STAFF
PURCHASE OF A SERVER AND TAPE LIBRARY;
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, the City of Grapevine is in need of a server and tape library to increase
the storage capability of computer data; and
WHEREAS, the City of Grapevine considered it necessary to purchase the server
and tape library to insure the integrity of computer data and to protect potential damage
to existing data.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine ratifies and authorizes
the purchase of the server and tape library for a total not to exceed $17,336.93.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 16th day of April, 2002.
