HomeMy WebLinkAboutItem 14 - SH114 SH121 FunnelITEM it _.._._ Z �-'.- MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER,& MEETING DATE: JUNE 18, 2002 SUBJECT: PROFESSIONAL ENGINEERING SERVICES CONTRACT RELATIVE TO THE SH 114 / SH 121 FUNNEL PROJECT RECOMMENDATION: City Council consider approving a Professional Engineering Services Contract with Turner, Collie and Braden, Inc. in an amount not to exceed $ 50,000 relative to the continued development of the SH 114 / SH 121 "Funnel" Project, authorize staff to execute said contract, and take any necessary action. Discussions have begun regarding the possibility of a direct connect / interchange that would eliminate the use of the existing intersections and frontage roads for access to and from the controlled highway. Staff has requested Turner Collie and Braden to submit a proposal for support services and analysis of anticipated proposals from TxDOT and Southlake to insure that no negative impacts result for the City of Grapevine. Staff has also included a general services element in the proposal for other assistance in the development of the funnel project as the need arises. Hodge Director of Public Works City of Grapevine P.O. box 95104 Grapevine, Texas 76099 RE: Traffic Analysis Services — SH 114/121 Corridor Dear Jerry: �D FE0�� V 9 MAY 2 8 2002 -2 1ek (817) Fax: (817) Avenue 76102-4409 Turner Collie and Braden Inc. is pleased to submit this proposal to provide traffic engineering services in connection with the investigation, analysis, and preliminary design of selected locations in the SH 114/121 corridor in support of efforts to modify and finalize the schematic. If accepted, this letter will become an agreement between the City of Grapevine (GV) and Turner Collie and Braden Inc. (TC&B) to provide the scope of services outlined below. Scope of Services Task 1— Alternatives analysis for the Interchange of SH 114 with FM 1709 and Park Blvd a. Meet with City to establish analysis objectives. b. Develop conceptual schematic of interchange upgrade alternative(s). c. Gather traffic or design data available from GV and TxDOT to include current corridor assignments that were recently approved. d. Analyze interchange operations and refine conceptual schematic. e. Present findings to GV and TxDOT. Task 2 — Perform analysis to support various access or interchange concerns or corridor questions identified by GV. a. Meet with GV to establish specific analysis objectives. b. Gather traffic and operations data available from GV, to include new counts if needed. c. Observe critical traffic operations. d. Identify, evaluate, and recommend improvement options. Additional Services Any additional services beyond the scope of this Agreement will be covered by a written supplemental agreement. Compensation and Liability TC&B's compensation for services rendered for Tasks l and 2 will be billed separately on an hourly basis plus expenses, the total of which will not exceed $50,000. It is estimated that the cost by task will be as follows: ' Task 1 $40,000 Task 2 $10,000 Established in 1946 Engineering Excellence for Over One -Half Century Ay AECOM COMPANY Mr. Jerry L. Hodge May 24, 2001 Page 2 of 2 Hourly rates will reflect our hourly staff rates times a multiplier of 3.05. Direct reimbursement for out -of pocket expenses such as mileage, reproduction, reproduction, etc., will be billed at cost and will be added to the staff time costs incurred. If completion of work under this agreement is delayed beyond six months from authorization by circumstances outside the control of TC&B, TC&B may renegotiate its fee. All services shall be of good quality and shall be performed in a professional manner. The standard of care for all professional engineering and related services performed or furnished by the Engineer under this Proposal will be the care and skill ordinarily used by members of the Engineer's profession practicing under similar conditions at the same time and in the same locality. ENGINEER MAKES NO OTHER WARRANTIES, EXPRESSED OR IMPLIED, UNDER THIS PROPOSAL OR OTHERWISE, IN CONNECTION WITH ENGINEER'S SERVICES. Termination of Agreement GV or TC&B may terminate this agreement by seven days written notice. Upon termination, GV will owe TC&B for all compensation earned under this agreement to the date of termination. TC&B will deliver to GV all work products produced up to the date of termination in a form acceptable to GV. Period of Service The work outlined in the Scope of Services above will be initiated following receipt of a signed copy of the Letter of Agreement. Authorization to Proceed If this proposal meets with your approval, we will consider your acceptance in the space provided below as our authorization to proceed with the work. Please return one signed copy of this proposal for our files. This proposal will be valid for thirty (30) days.
