Yes 0:\AGENDA\06-18-02\HCBAdd F.doc In FINAL PLAT LOT 1, BLOCK 2, HCB ADDITION (Being a replat of Lot 1, Block 1, HCB Addition) I. GENERAL: This plat is a replat of the existing HCB Addition located south of the Pavestone site on the northbound frontage road of State Highway 360. 2. Pavestone to the north is expanding its site and purchasing a portion of Lot 1, Block 1, HCB Addition. The balance of Lot 1 is being replatted to reflect the sale of the property. II. STREET SYSTEM: This site currently has frontage on State Highway 360. III. STORM DRAINAGE SYSTEM: A sizeable portion of this site lies within the floodplain limits of Creek 14. 2. The limits of the ultimate development floodplain as defined by the City's 1993 Freese & Nichols study are delineated on the Final Plat. Any fill within the floodplain will have to follow the City's Floodplain Reclamation Policy. 3. A finished floor elevation (two feet higher than the fully developed 100 year floodplain) has been established for all future development on this site. 4. The developer will be required to design for onsite as well as offsite drainage in accordance with the requirements of the City of Grapevine's Code of Ordinances. IV. WATER SYSTEM: There is an existing 20" water line near the northwest corner of this site in the State Highway 360 right-of-way. 2. The developer will be required to provide adequate fire protection to the onsite buildings. This may require onsite fire hydrants and the associated fire lines. This requirement will be reviewed with the submittal of Construction Plans for 0:\AGENDA\06-18-02\HCBAdd F.doc the proposed site improvements. V. SANITARY SEWER SYSTEM: 1. There is an existing 20" sanitary sewer trunk line in front of this site in the State Highway 360 right-of-way. 2. The existing and proposed sanitary sewer systems are adequate to serve this development. VI. STATEMENT OF FINDINGS: A. The City has determined that the easements required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: 1. The utility easements are necessary to provide a utility network to serve the further development of this site and development of the surrounding commercially zoned property. 2. The onsite drainage easements delineate the ultimate development floodplain of Creek 14. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1 The onsite utility easements are necessary to provide a utility system adequate to serve this development and initiate a utility system to serve the surrounding commercial property. 2. The onsite drainage easements and minimum finished floor requirements ensure all habitable structures are constructed to minimize flood risk. 3.
