HomeMy WebLinkAboutItem 06 - Electricity Reduction GoalMEMO TO: FROM: MEETING DATE: SUBJECT: RECOMMENDATION: ITEM 0 HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL ROGER NELSON, CITY MANAGERL�� JULY 16, 2002 SENATE BILL 5 — RESOLUTION ESTABLISHING ELECTRICITY REDUCTION GOAL City Council to consider adopting a resolution establishing a 5% annual energy consumption reduction goal for the next five years, and take any necessary action. BACKGROUND: Senate Bill 5 (SB5) was enacted by the 77t' Texas Legislature to assist the State in complying with the Federal Clean Air Act. The bill contains new energy efficiency measures that are designed to decrease energy consumption by local governments. These energy efficiency measures aim at reducing air emissions. A significant amount of air pollution comes from emissions from electric power generation facilities. Reductions in electric usage should result in reductions of air pollutant emissions. The SB5 energy efficiency methods apply to local governments located in the Clean Air Act non -attainment counties and to certain "affected" counties. Tarrant County is a non -attainment county. As a result of the legislation the City Of Grapevine is required to do the following: 1. implement efficiency measures which are determined by the City to be cost effective, and 2. target a 5% annual reduction in energy consumption over a five year period, and 3. annually report to the State its efforts and progress in meeting the requirements of SB5. The establishment of a 5% energy reduction goal is the first step in complying with this legislation. It should be noted that this is an important energy conservation goal, but it does not carry any penalty for failure to reach it. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS ESTABLISHING A GOAL OF A 5% REDUCTION IN ELECTRICAL ENERGY CONSUMPTION AS CALLED FOR IN SENATE BILL 5 (SB5), PASSED BY THE 77TH TEXAS LEGISLATURE AND PROVIDING AN EFFECTIVE DATE WHEREAS, Senate Bill 5 (SB5) was enacted by the 77th Texas Legislature to assist the State in complying with the Federal Clean Air Act; and WHEREAS, S135 contains new energy efficiency measures that are designed to decrease energy consumption by local governments located in Clean Air Act nonattainment and certain "affected" counties which in turn should result in a reduction of air pollutant emissions from electric power generation facilities; and WHEREAS, the City of Grapevine is located in Tarrant County which has been deemed to be a ozone non -attainment area; and, WHEREAS, S135 requires local governments to: 1. Implement efficiency measures which are determined by the City to be cost effective; and 2. Target a 5% annual reduction in energy consumption over a five year period, and annually report to the State its efforts and progress in meeting the requirements of S135; and 3. Implement efficiency measures which are found to be cost effective; and 4. Annually report to the State their efforts and their progress at meeting the requirements of SB5. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the City Council of the City of Grapevine, Texas, hereby establishes a goal of reducing its energy consumption by 5% annually over a five year period from its 2001 energy consumption level baseline. Section 2. That the City Council of the City of Grapevine, Texas, hereby directs the City Manager, or his designee to explore and investigate energy efficiency measures which may include, but are not restricted to: • Installation of insulation and high efficiency windows and doors; and • Modifications or replacement of HVAC systems, lighting fixtures, and electrical systems; and • Installation of automatic energy control systems; and • Installation of energy recovery systems, or renewable energy generation equipment. Section 3. That the City Council of the City Of Grapevine authorizes and directs the City Manager, or his designee to bring to said City Council for consideration the implementation of such energy efficiency measure projects which may be deemed feasible and cost effective. Section 4. That the City Council of the City of Grapevine authorizes and directs the City Manager, or his designee to report annually to the State Energy Conservation Office (SECO) the results of the City's efforts and progress toward meeting the goal established by this document. Section 5. That this resolution shall become effective from and after the date of its passage.
