Maier Consulting Engineers for the design of the BS 114L Reconstruction Project in an amount not to exceed $62,230.00, authorize staff to execute said amendment, and take any necessary action. Maier Consulting Engineers for the design of the paving and drainage facilities in an amount of $536,525.00 on January 16, 2001. The City of Grapevine is to fund the design of BS 114L while TxDOT and NCTCOG are funding the construction of the paving and drainage improvements. The proposed design section in the original contract was a five lane section from Dallas Road to Wall Street and a four lane divided section from Dallas south to State Highway 114. With the added traffic generated by the Opryland facility to the north of this project, a six lane divided section is more appropriate to carry the traffic flows for the full length of the project. The design change to a six lane section has been presented to NCTCOG and additional construction funding was approved at the July 11, 2002 RTC Meeting. July 9, 2002 (4:41 PM) The proposed contract amendment #1 in an amount of $62,230.00 with Nathan D. Maier 12 Consulting Engineers includes: • change in roadway design from a five lane and four lane divided pavement section to a six lane section. • design of a 12" water line from Dallas Road south to State Highway 114. • added environmental assessment requirements imposed since January 1, 2001. • survey work necessary to re -survey the area north of Dallas Road for a six lane divided section as well as record the new railroad improvements through which the roadway improvements will pass. The consultant's initial contract for Basic Services was significantly below the Engineering Fee Curves. The addition to Basic Services in the lump sum amount of $37,000.00 still maintains a Basic Services fee well below the Engineering Fee Curves for this type of project. The Special Services fee proposal in the amount of $25,230.00 is a "not to exceed" figure that will be utilized as necessary on an hourly basis. Staff recommends approval. The increased fee is a result of the increased scope of the project, additional time and effort required for approval of the scope change, changes in TxDOT processes, and changed field conditions. 1. Basic Services — Roadway Design The increase in this item reflects the additional design effort required due to the increased scope of the project and the additional time and effort required for approval of the change in project scope. 2. Basic Services — Water and Sewer Design The increase in this item reflects the additional design effort required due to the increased scope of the project. The 12" water line will be extended from Dallas Road to SH 114, which doubles its length under the contract, but there is a decrease in the replacement of the 8" line. 3. Special Services — Design Survey TxDOT is nearing completion of the railroad overpass north of Dallas Road. This project will require re -survey of about 1/3 of the BSI 14L project before we complete final design. 4. Special Services — Environmental Analysis The increase in this item reflects additional work effort required to comply with current TxDOT and FHWA requirements for the NEPA process. The additional work is due to a more rigorous, more detailed process rather than additional work items.
