HALL ADDITION) 1. Mr. S. D. Daly, the owner and applicant, is replatting this 1.20 acre site to consolidate multiple lots into one lot. This site is located on the northwest corner of Starnes Street and Northwest Highway. 2. The site currently contains multiple structures as shown on the concept plan. No additional improvements are currently planned for this site. II. STREET SYSTEM: 1. This site has access along frontage on Northwest Highway and Starnes Street. 2. The existing road system is adequate to meet the traffic needs of this site. III. STORM DRAINAGE SYSTEM: 1. The entire site drains east to Starnes Street. 2. The existing drainage system is adequate to serve the onsite needs of this site. IV. WATER SYSTEM: 1. There is an existing 12" water line along Northwest Highway. The buildings on the site are provided water service from an existing 8" line located in Starnes Street. 2. The existing water distribution system is adequate to serve the needs of this site. V. SANITARY SEWER SYSTEM: 1. There is an existing 6" sanitary sewer line located on Lot B of the J. J. Hall Addition (just north of the site), which services the existing buildings. 2. The existing sanitary sewer system is adequate to serve the needs of this site. VI. MISCELLANEOUS: 1. Water and sanitary sewer services are currently provided to the site; therefore, no water and wastewater impact fees are due for the site. VII. STATEMENT OF FINDINGS: A. The City has determined that the easement dedications required for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan. Furthermore, the easement dedications are considered reasonable and are connected to the proposed project in the following manner: 1. The on site utility easements dedicated by this plat are necessary to provide a utility network to serve this development. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: 1. The on site utility easements are necessary to provide a utility system adequate to serve this development and provide connections to the surrounding property. 2. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lot 1 R, Block 1, Starnes 11 Addition."
