SUBJECT: APPROVAL OF THE PURCHASE OF A HEAT PUMP SYSTEM
AT THE CONVENTION CENTER AND THE RESOLUTION THAT
RATIFIES THE INITIAL PURCHASE
RECOMMENDATION:
City Council to Consider award of a contract to Apex Heating and Air Conditioning for
the purchase of a 10 ton heat pump system for the Convention Center in the total
amount of $17,500.
FUNDING SOURCE:
115-48860-351-1 C & V B Fund/PCMF/Machinery and Equipment ................$17,500.00
BACKGROUND:
This purchase is being made as an emergency purchase in accordance with Local
Government Code Chapter 252, Subchapter B, Section 252.022 (a) (1) (2).
The air conditioning unit at the Convention Center concourse failed on April 9, 2001. The
failure occurred 48 hours prior to a scheduled event at the Convention Center. The limit
for a purchase without formal bids is $15,000. In order to insure the Center's
commitment was met and to protect against any additional damage, Staff declared an
emergency for the procurement of the materials as an exception under the above
referenced code.
Staff recommends ratification of the purchase of the new heat pump system for the
Convention Center in the amount of $17,500.

C RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE RATIFICATION OF STAFF
PURCHASE OF A HEAT PUMP SYSTEM AND
AUTHORIZING THE CITY MANAGER TO EXECUTE SAID
CONTRACTS AND DOCUMENTS AND PROVIDING AN
EFFECTIVE DATE
WHEREAS, part of the air conditioning system at the Grapevine Convention Center
failed on April 9, 2001; and
WHEREAS, the City of Grapevine considered it necessary to purchase a heat pump
system for the Grapevine Convention Center to keep scheduled commitments and to
protect further damage to other equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine ratifies and authorizes
the purchase of the heat pump system for a total not to exceed $17,500.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 15th day of May, 2001.
