HomeMy WebLinkAboutItem 03 - Lake Grapevine Trail SystemITEM 0 MEMO TO: HONORABLE MAYOR AND MEMBER OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: SUBJECT: RECOMMENDATION: JUNE 5, 2001 RESOLUTION TO PARTICIPATE IN THE TEA -21 PROGRAM FOR LINKAGE OF THE TRAIL SYSTEM ALONG LAKE GRAPEVINE Staff recommends the City Council adopt a resolution authorizing and directing staff to participate in a TEA -21 grant for the development of a trail system near Lake Grapevine linking the C. Shane Wilbanks Trail to the future Dove Loop Trail. The proposed City matching contribution to the estimated $1.63 million project is $325,596 which is 20% of the total cost of the project. The resolution and a Capital Project Report are attached for review. FUNDING SOURCE: Funds are available for this project in the following accounts. 176-76104-005 — Trail Bonds $226,000 176-76121-001 — Park Improvements 49,596 171 -11101 -000 -NW —Open Space Funds 50,000 $325,596 In the 1995 Open Space Master Plan and 1998 Master Plan Update, hike and bike trails and the linkage of the park system in Grapevine were given the highest priority by citizens responding to our survey. The proposed TEA -21 grant application would provide funding to link the C. Shane Wilbanks Trail to the future Dove Loop Trail. The new trail will parallel Park Road One that connects Dove Road with Scott's Landing Marina and is approximately 1.4 miles in length. Ideally, the north Grapevine trail system will link all of these areas: Meadowmere Park, Oak Grove Baseball, Soccer and Softball Parks, Horseshoe Trails Park, Opryland, Dallas Cowboys Golf Club, the 50 plus acre development south of the Hilton, the Hilton, May 30, 2001 (12:43PM) IN Grapevine Mills Mall, Mills Run Apartments and Highpoint Park in far northeast Grapevine. The north Grapevine trail system will also link with the trail system in south Grapevine. The Parks & Recreation Advisory Board discussed this grant opportunity at the April 12, 2001 meeting and passed a motion in support of the project. M May 30, 2001 (12:43PM) RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING AND DIRECTING STAFF TO PARTICIPATE IN THE DEVELOPMENT OF THE TRAIL LINKAGE BETWEEN OAK GROVE PARK AND THE FUTURE DOVE LOOP TRAIL AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNATED REPRESENTATIVE TO ACT IN ALL MATTERS IN CONNECTION WITH THE TRANSPORTATION ENHANCE- MENT PROJECT; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine has adopted a Parks, Recreation and Open Space Master Plan; and WHEREAS, the Parks, Recreation and Open 'Space Master Plan identified a connecting trail system along Lake Grapevine linking the Oak Grove Park and the future Dove Loop Trail; and WHEREAS, the Transportation Enhancement Act of 2001 (TEA -21) allows for competitive funding of acceptable trail projects; and WHEREAS, Title 23 U.S.C. Section 104 established a program for Transportation Enhancement Activities; and WHEREAS, Title 23 U.S.C. Section 134 establishes that Metropolitan Planning Organizations (MPO's) and State Transportation Agencies develop transportation plans and programs for urbanized areas of the State; and WHEREAS, the City of Grapevine- has the desire to develop the trail linkages between Oak Grove Park and the future trail along Dove Loop; and WHEREAS, Title 23 U.S.C. Section 120 establishes that the Federal share of funding will not exceed eighty percent (80%) of the cost of the project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City of Grapevine endorses the trail projects described above. Section 3. That the City of Grapevine agrees to abide by the stipulations set forth by the Transportation Enhancement program and any agreements associated with the development of the project. Section 4. That the City Council directs and designates the City Manager or his designated representative as the City's Chief Executive Officer and Authorized Representative to act in all matters in connection with the Transportation Enhancement Project described above. Section 5. That this resolution shall become effective from and after the date of its passage. NO. 2 1 Oak Grove Trail Phase III of the Lake Grapevine Trail will complete the original plan to establish a trail along Lake Grapevine and Phase I of the 1990 Lake Grapevine Master Plan. This 10 foot wide concrete section will extend from Dove Loop Extension to the Oak Grove Soccer Fields approximately 1.25 miles. The city has utilized these resources to develop approximately 11 miles of hard -surface trails and 3 miles of soft -surface trails. Also, funding is. currently in place for the development of an additional 7.5 miles of hard -surface trails and 1 mile of soft -surface trails. When the trail system is complete, Grapevine will have approximately 30 miles of trails within its city limits. The trail system, when complete, will link 9 parks totaling over 680 acres. The trail system will also link schools, churches, golf courses, Historic Downtown Grapevine and businesses such as Opryland, the D/FW Lakes Hilton and the Grapevine Mills Mall. Grapevine has been very fortunate to have received grants to assist in the development of the trail system. In fact, the city has received approximately $2.9 million in grants from the Texas Department of Transportation and Texas Parks & Wildlife Department over the past 8 years to help develop these trails. Also, private corporations in the city have dedicated over $500,000 in construction to the trail system. To round this off, the City of Grapevine has invested over $1.3 million for trails already developed and has dedicated another $1.3 million for future trails. The total invested thus far in the Grapevine trail system is approximately $6 million. One thing is certain, with all the wonderful natural resources in Grapevine, the city will have one of the most scenic trail systems in Texas when the system is complete. Below is an outline of the miles of trails in Grapevine, what funding was utilized and available for the development of the system and statistics on each trail linkage. STATISTICS ON TRAILS $2,497,000 $393,104 • Existing 1.25 mile x 8' wide concrete trail links Grapevine Elementary School, Pleasant Glade Pool, Hazy Meadow Park and Bear Creek Park. Creek crossings at bridges show natural stone channel and micro -ecology. • Trail meanders along Big Bear Creek offering beautiful scenery including a waterfalls and creek overlook. • Trail dedicated to Deborah Joan Swanson, a U.S. Park Ranger killed in the line of duty. • The development of the trail was possible with two grants from the Texas Parks & Wildlife Department totaling $256,000. The City matching in the trail was $128,000. BIG BEAR CREEK TRAIL • Design on the trail began in March of 2001. • Proposed 1.5 mile x 10' wide concrete trail links Bear Creek Park to Parr Park and Parr Park to Pool Road. • The trail will parallel the southern boundary of property owned by the Memorial Baptist Church of Grapevine. • The development of this trail is possible through a $1.56 million Transportation Enhancement Act — 21 st Century Grant with the Texas Dept. of Transportation. • Construction is scheduled to begin in March 2002. 0 Trail demonstrates connectivity with high use active areas and natural riparian corridor. • This trail meanders along Big Bear Creek offering scenic views, several creek crossings, a wide variety of specimen native trees and glimpses of wildlife activity. PARR PARK TRAIL • Existing 2 mile x 8' wide concrete trail that links with the surrounding neighborhoods. • Trail meanders along Big Bear Creek and has been designated a nature preserve by the Grapevine City Council. • Trail offers interpretive stations identifying trees, shrubs, etc. • Development of the trail possible through a $147,840 grant with the Texas Parks & Wildlife Department. The City's matching was $147,840. • Proposed .75 mile x 8' wide concrete trail. * Trail will be located adjacent to Parr Road. • Provides a safe route to access Parr Park from neighborhoods to the south of the park. • Trail will be constructed in conjunction with the renovation of Parr Road in 2001. • Funds were approved in the December 1998 Bond Election for construction of Parr Road and trail. • Existing 1.5 mile x 8' wide concrete trail. • Runs adjacent to Pool Road on the Grapevine side of the street with links to neighborhoods, churches, schools, parks and businesses. • Constructed in 1999 in conjunction with the renovation of Pool Road. • Links neighborhoods in southwest Grapevine safely to Parr Park, Cross Timbers Middle School and the GCISD Swim Center, Cottonbelt Trail to downtown Historic Grapevine. IRA E. WOODSICOTTON BELT TRAIL • Existing 2.7 miles x 10' wide concrete trail. • Runs adjacent to Ira E. Woods Avenue and the Cottonbelt Railroad tracks. • Constructed in 1999 utilizing a $530,000 Intermodal Surface Transportation & Efficiency Act Grant with the Texas Department of Transportation. The City's match was $150,000. • Trail provides a safe route for bicycle commuters, students, walkers, joggers and skaters between homes, schools and Historic Downtown Grapevine. • Trail is scheduled to link with trails being planned by cities to the southwest of Grapevine. Funding is in place for these trails as the trail will begin in Historic Downtown Grapevine and go approximately 11 miles along the Cottonbelt Railroad tracks to IH 820 in North Richland Hills. DOWNTOWN GRAPEVINE TRAIL • For linkage to the north and south Grapevine trails, trail users will utilize the City sidewalks along Ball Street, Scribner Street, Northwest Highway and North Main Street. o The Downtown Grapevine Trail links with the existing Cottonbelt Trail and the future Dove Loop Trail. • Proposed 1 mile x 10' wide soft -surface trail. • Design began 2001. • Funding includes an $84,000 grant from the Texas Parks & Wildlife Department and $21,000 matching from the City of Grapevine. • Links future Kimball Road Trail to the surrounding neighborhood to Meadowmere Park. • Trail will offer scenic views of Lake Grapevine as well as several wildlife viewing areas. • Proposed .75 mile x 8' wide concrete trail. Will be constructed when improvements are done to Kimball Road. Will link Meadowmere Park to the C. Shane Wilbanks Trail along Lake Grapevine. • Project approved in the December 1998 Bond Election. C. SHANE WILBANKS TRAIL • Existing 3.1 mile x 10' wide concrete/asphalt trail. • Constructed in two phases in 1997 and 1998. • Utilized a $407,000 Congestion Mitigation & Air Quality grant with the Texas Department of Transportation. City funding was $676,750. • Trail named after City Council member C. Shane Wilbanks. Identified in the first phase of the original Lake Grapevine Master Plan. • Trail links neighborhoods in Northwest Grapevine to Horseshoe Trails Park, Oak Grove Softball, Soccer and Baseball Parks and offers great views of Lake Grapevine. Lots 01 wildlife can be seen from the trail. OAK GROVE TRAIL • Proposed 1.6 mile x 10' wide concrete trail. Trail will link C. Shane Wilbanks Trail with the future Dove Loop Trail. • Trail will link parks along Lake Grapevine to Historic Downtown Grapevine once the Do.-- Loop o.Loop Trail is complete. • Grant submitted in June of 2001 to the Texas Department of Transportation. • Trail will meander in and out of lush native landscape linking neighborhoods with athle: fields, picnic pavilions and Scott's Landing Marina. • Proposed 1.25 mile x 8' wide concrete trail. • Trail will be constructed with the development of Dove Loop Road. • Project approved in the December 1998 Bond Election. • Trail will link the future Oak Grove Trail to Historic Downtown Grapevine. Trail will also I with trails along Peach Street and Opryland Texas. • Vistas from this trail include Scott's Landing Marina, native plants and wildlife and seve-=' hundred acres of watershed. OPRYLAND TRAIL • Proposed 1 mile x 8' to 10' wide concrete trail. 0 Will be constructed with the development of Opryland Texas. Trail will link with Historic Downtown Grapevine, Opryland Texas and proposed trails through private developments to the northeast of Opryland. THE LINKS TRAIL 0 Proposed 2.5 mile x 8' to 10' wide concrete trail. * Will link Opryland, Texas to the Grapevine Mills Run Trail north of the Grapevine Mills Mall. • Alignment of the trail is along SH26 to TXU power easement to proposed Grey Hawk Development to the D/FW Lakes Hilton to the Grapevine Mills Run Trail. Funding has not been secured for this trail, however, there will be great opportunities for grants and partnerships with private developments. GRAPEVINE MILLS RUN TRAIL • Existing 1.25 mile x 10' wide concrete trail. • Trail constructed by private developer in conjunction with development of Grapevine Mills Run Apartments. • Trail meanders along Denton Creek that runs through the Dallas Cowboys Golf Course and the Grapevine Golf Course. • Trail will link with future trails along Lake Grapevine and scenic points downstream including the undeveloped High Point Park and the City of Coppell. • Wildlife galore is found along this trail corridor as seen in the footprints of animals left in the concrete.
