The applicant, Mr. Richard LeBlanc of Hall -Johnson Partners, Ltd., is platting this site for the development of a bank. 2. This 1.32 acre site is located at the northeast corner of Hall -Johnson Road and Heritage Avenue. 3. This proposed site is currently undeveloped. II. STREET SYSTEM: 1. The developer is proposing access to the site off of Hall -Johnson Road and Heritage Avenue. 2. The developer is dedicating right of way along Hall -Johnson Road for a future right turn lane onto Heritage Avenue. III. STORM DRAINAGE SYSTEM: 1. The developer is proposing to tie into an existing 54" RCP storm drain line located to the east of the site. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. A 10- inch water line is located on the east side of Heritage Avenue. 2. The developer will be required to design for on site water service requirements in accordance with the City of Grapevine Code of Ordinances. 3. The existing water distribution system is adequate to serve the development of this site. V. SANITARY SEWER SYSTEM: 1. A 10- inch sanitary sewer line is located along the south side of Hall -Johnson Road. 2. The developer will be required to design for on site sanitary sewer service requirements in accordance with the City of Grapevine Code of Ordinances. 3. The existing sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: Water and Wastewater Impact Fees are due prior to the issuance of any building permits. The current fee is $5,402.00 per acre. VII. STATEMENT OF FINDINGS: A. The City has determined that the right-of-way required to be dedicated for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan, are reasonable and are connected to the proposed project in the following manner: The right-of-way dedicated by this plat is necessary to provide for the future expansion of the public transportation system to serve this and surrounding developments. 2. The on site utility easements are necessary to provide for public and franchised utilities to this site and surrounding development. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The on site utility easements are consistent with the City's policies of easement dedication where there are existing utilities, where future utilities would be located, and along necessary drainage patterns. 2. The right-of-way dedicated by this plat will allow for the development of the surrounding transportation system. 3. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Preliminary Plat Application of Lot 1, Block 1, First American Bank Addition."
