HomeMy WebLinkAboutItem 11 - Peach Street Waste Water Treatment Plant FilterMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: NOVEMBER 19, 2013 SUBJECT: AWARD OF CONSTRUCTION CONTRACT — PEACH STREET WASTE WATER TREATMENT PLANT FILTER IMPROVEMENTS RECOMMENDATION City Council consider awarding the construction contract for the Peach Street Waste Water Treatment Plant Filter Improvement Project to Red River Construction Company in the Base Bid amount of $1,343,000.00, authorizing a 5% project contingency in the amount of $67,150, authorizing staff to execute said contract, and take any necessary action. Funds are programmed in the Un- Appropriated Utility Fund Balance and will be transferred to Account # 200 - 48940 - 534- 8- 000028SW The filters for Trains 2 & 3 at the Waste Water Treatment Plant have reached a condition whereby replacement is necessary. Texas Commission on Environmental Quality (TCEQ) establishes requirements for total suspended solids (TSS) leaving the wastewater plant at the discharge. The filters are the last step in the treatment process to reduce the TSS to acceptable levels. The project was bid with a Base Bid Filter Manufacturer and two Alternate Bid Filter Manufacturers. The Base Bid stipulated AquaDisk by Aqua- Aerobics Systems, Inc. while the two Alternate Bids stipulated Discfilter by Hydrotech /Kruger, Inc. and Isodisc by Ashbrook Simon - Hartley. Based upon filter design, features, capabilities and deployment experience, staff has concluded that the Base Bid filter system is the best system for the City's plant operations. The Base Bid system by Aqua- Aerobics Systems, Inc. offers in excess of 700 successful installations since 1993 throughout the country, positive recommendations, a track record of reliability, strong manufacturer support, and no requirement for a lift station to pump the filter backwash to the head of the WWTP. Bids were opened on September 25, 2013 with eight bids received as follows for the Base Bid — AquaDisk by Aqua- Aerobics Systems, Inc.: R:WGENDA \2013 \11- 19 -13 \W W Plant Filter Constr Award.doc Red River Construction Company $1,343,000.00 Crescent Constructors $1,343,000.00 Legacy Contracting $1,395,000.00 Gracon Construction $1,403,000.00 Dake Construction $1,446,000.00 A. Uptergrove Co., Inc $1,449,000.00 J.S. Haren Company $1,517,000.00 Associated Construction Partners (ACP) $1,520,000.00 Two firms submitted the low bid for the project as reflected above. The engineer, CDM Smith Inc. has reviewed the bids and has recommended that the City award the contract to Red River Construction Company for installation of the AquaDisk by Aqua- Aerobics Systems, Inc. Red River Construction Company provides the Best Value to the City based upon its extensive project history, experience with filter projects, and positive references.
