HomeMy WebLinkAboutItem 12 - Public Safety BuildingMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: NOVEMBER 19, 2013 SUBJECT: APPROVAL FOR AWARD OF RFQ 408 -2013 CONSTRUCTION MANAGER AT RISK PRECONSTRUCTION SERVICES AGREEMENT FOR THE PUBLIC SAFETY AND COURT BUILDING RECOMMENDATION: City Council consider approval of an agreement with Manhattan Construction Company for RFQ 408 -2013 Construction Manager at Risk (CMAR) Preconstruction Services for the new Public Safety and Court building in the amount of $30,876.00, authorize the City Manager to execute said agreement and take any necessary action. FUNDING SOURCE: Funding for this activity is currently available in the Public Safety Complex Fund Balance Account # 177 - 48840 - 019- 209PSCON. BACKGROUND INFORMATION: On August 8, 2013, the Purchasing department used the City's eBid system to solicit a RFQ for Construction Manager -at -Risk for the new Public Safety and Court building. The RFQ legal notice was published in the Star - Telegram on August 8 and 15, 2013. A total of 375 firms received notices that the RFQ was issued. 32 firms opened and viewed the RFQ. 13 firms submitted RFQ's which were due on August 29, 2013. Selection of a CMAR was completed through a two -step process. The first step was to review all 13 submittals of qualifications and select a short list of 5 firms for interviews. The second step was to interview the 5 firms from the shortlist and select the committee's recommended firm. A sealed fee proposal for the three components of the complete CMAR fee package was submitted by the recommended firm and based upon our architectural consultants review, represented a good value to the City. The interview and selection team rated the construction firms on qualifications of experience, resources to perform project, responsiveness to the RFQ, quality, professional references, cost control, and financial capacity. Six City staff members from the Public Works Department, the Parks Department, the Police and Fire Departments, the IT Department and one representative from Brinkley Sargent served as the interview and selection team. 11/13/2013 (12:23:41 PM) Upon completion of the interviews, the interview team discussed the strengths and weaknesses of each of the firms interviewed and then ranked the firms based on the criteria listed in the RFQ. Manhattan Construction Company ranked highest of the 5 firms interviewed. Manhattan's recent projects of similar size and scope to this project include: Grand Prairie Public Safety Building 194,500 SF $87,932,000 2010 Rockwall County Courthouse 117,000 SF $33,761,436 2011 Houston Central Permitting Center 188,000 SF $26,274,000 2011 Pasadena Texas Courthouse 75,000 SF $11,864,000 2010 The proposed agreement addresses the Preconstruction Services Fee component of the CMAR package in an amount of $30,876.00. The Guaranteed Maximum Price component of the CMAR package including Manhattan's Construction Services Fee and the General Conditions Fee will be presented to City Council in mid- Summer 2014 once the design details and pricing of the project are finalized.
