APPROVAL OF A RESOLUTION FOR THE PURCHASE OF A
SELF CHECK-OUT SYSTEM FOR THE LIBRARY
City Council to consider approval of a resolution to declare Checkpoint Systems, Inc. a
sole source provider for the purchase of a Library Self Check Security and Material
Management System. The total cost of this system is not to exceed $20,690.
FUNDING SOURCE:
Funding for this purchase is currently available in accounts:
100-48860-313-1 General Fund/Library Administration/Machinery and Equip ... $20,690.
BACKGROUND:
This procurement will be made as a sole source in accordance with Local Government
Code Chapter 252, Subchapter B, Section 252.022 (A).
This request is for the purchase of a Self -Check and Checkpoint RFID Security and
Material Management System. This system is compatible with the Radio Frequency
Detection System and Checkpoint Book Theft Detection System that was purchased in
October of last year. Using computer chip technology this system will provide security for
all library materials which will include inventory scanner technology. The system will be
compatible with the current circulation system and will expedite book check-in and
checkout for patron use. The current system, in use since 1986, does not provide
inventory capability.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, MAKING FINDINGS OF CERTAIN
FACTS RELATIVE TO THE PURCHASE OF A SELF -CHECK
AND CHECKPOINT SECURITY AND MATERIAL
MANAGEMENT SYSTEM FOR THE LIBRARY,
DETERMINING THAT THE SYSTEM IS AVAILABLE FROM
ONLY ONE SOURCE AND AUTHORIZING THE CITY
MANAGER TO EXECUTE SAID CONTRACTS AND
DOCUMENTS AND PROVIDING AN EFFECTIVE DATE
WHEREAS, the City of Grapevine desires to purchase the following equipment and
software from Checkpoint Systems, Inc. as a sole source:
Self -Check and Checkpoint Security and
Material Management System $19,995.
System Installation $ 395.
Freight $ 300.
Total Cost of System $20,690.

WHEREAS, Checkpoint Systems, Inc. is the sole provider of the equipment and
software listed above.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the purchase
of the listed equipment and software for a total not to exceed $20,690.
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the purchase of said Self -Check and Checkpoint Security and
Material Management System.
Section 4. That this resolution shall take effect from and after the date of its
passage.
PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS on this the 4th day of September, 2001.
