HomeMy WebLinkAboutItem 11 - Fire Apparatus TruckMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: SEPTEMBER 4, 2001 SUBJECT: APPROVAL OF A RESOLUTION TO DECLARE EMERGENCY VEHICLES OF TEXAS, INC. AS AN ONLY SOURCE FOR THE PURCHASE OF A FIRE APPARATUS TRUCK AND TO ISSUE A LETTER OF INTENT TO PURCHASE THIS VEHICLE FROM FY2003 BUDGET FUNDS RECOMMENDATION: City Council to consider approval of a resolution to purchase a Fire Apparatus Truck as an only source from Emergency Vehicles of Texas, Inc. and to issue a letter of intent to purchase this vehicle from FY2003 budget funds. The total cost of this purchase is not to exceed $939,500.00 FUNDING SOURCE: Funding will be available from the FY2003 Budget in Capital Equipment Fund (Motor Vehicles) Acct. #325-48910-000-0-0006 BACKGROUND: This procurement will be made in accordance with Texas Local Government Code, Chapter 252, Subchapter B, Section 252.022 (a)(7)(D) which authorizes a general exemption for a procurement of items that are available from only one source because of captive replacement parts or components for equipment. A local government that purchases goods and services under this subchapter satisfies any State law relative to the competitive bidding statutes. Emergency One, Inc. is the manufacturer of this vehicle and Emergency Vehicles of Texas, Inc. is the only authorized dealer in Texas. Emergency One is the only manufacturer that can provide the specific aerial and swivel configuration required by the Fire Department. Currently there is no other apparatus manufactured that meets this criteria. August 29, 2001 (9:12AM) Per the attached resolution, the City will issue a letter of intent for the purchase of a Bronto model F118HDT, which is a 118' aerial device fire pumper, for the Fire Department. This is an additional vehicle request rather than replacement of existing equipment. The letter of intent enables the City to order the Bronto which has a 13 month production period, and purchase it at current price rather than a significantly higher cost at a later date. Staff recommends approval. M August 29, 2001 (9:12AM) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER TO ISSUE A LETTER OF INTENT FOR THE PURCHASE OF A FIRE APPARATUS TRUCK AS AN ONLY SOURCE FROM EMERGENCY VEHICLES OF TEXAS, INC. AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Texas Local Government Code, Section 252-022 (a)(7)(D) to procure items that are available from only one source because of captive replacement parts or components for equipment; and WHEREAS, Emergency One, Inc., is the only manufacturer that provides the aerial and swivel configuration required under this procurement and Emergency Vehicles of Texas, Inc. is the only authorized dealer in the State of Texas; and WHEREAS, due to manufacturing lead times and anticipated price increases the City of Grapevine, Texas, desires to issue a letter of intent for the purchase of this vehicle. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the City Manager to issue a letter of intent for the purchase of the Bronto Model F1 18HDT, 118 foot aerial device fire pumper from FY2003 funds for a total cost not to exceed $939,500.00.
