HomeMy WebLinkAboutItem 19 - State Highway 121 Water and Wastewater RelocationMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER $\ MEETING DATE: NOVEMBER 19, 2013 SUBJECT: AWARD OF CONSTRUCTION CONTRACT — STATE HIGHWAY 121 WATER AND WASTEWATER RELOCATION AND ENGINEERING SERVICES CONTRACT AMENDMENT - • � • City Council consider awarding the construction contract for the State Highway 121 Water and Wastewater Relocation Project to Wilson Contractor Services, LLC in the amount of $1,804,247.74, authorizing a 5% project contingency in the amount of $90,212, approving an amendment to the Engineering Services contract with Pacheco Koch Consulting Engineers, Inc. in the amount of $26,880, authorizing staff to execute said contract and engineering services contract amendment, and take any necessary action. Funds are programmed in the unappropriated Utility Fund Balance and will be transferred to: Account # 200 - 48930 - 534- 8- 000030WA for the Water Relocations Account # 200 - 48940 - 534 -8- 000031 SW for the Wastewater Relocations TxDOT will reimburse the City for roughly 90% of the Wastewater Relocation Costs TxDOT has awarded the contract to widen and improve State Highway 121 (Section 13) between Farm to Market Road 2499 on the south end to the Sam Rayburn Toll Road at Denton Creek at the north end. In advance of this construction beginning, all utilities within the construction limits must be relocated to accommodate the proposed improvements. The City of Grapevine has water and wastewater facilities that need to be relocated for this project. Those facilities include approximately 7,000 linear feet of water lines, approximately 4,600 linear feet of gravity wastewater lines and approximately 4,400 feet of wastewater force main lines. The water relocation portion of the contract totals $611,047.10 and the wastewater portion, including the force mains, totals $1,193,200.64. Bids were opened on September 18, 2013 with seven bids received as follows: Wilson Contractor Services LLC $1,804,247.74 S.J. Louis Construction of Texas, Ltd. $2,336,786.68 Wright Construction Co., Inc. $2,399,510.00 RAAGENDA \2013 \11- 19- 13 \SH121 Sect 13 Utility reloc Constr Award.doc John Burns Construction Co. $2,670,000.00 Utilitex Construction $2.880.788.40 Reyes Group, Ltd. $2,915,305.00 Circle C Construction $2,952,659.50 Pacheco Koch Consulting Engineers has reviewed the bids and has recommended that the City award the contract to Wilson Contractor Services, LLC. The contract schedule for the project establishes a construction time of 270 calendar days. Additional Services provided by Pacheco Koch Consulting Engineers staff include: • preparing standard cross - sections to identify the locations or zones for each of the public utilities to construct their relocated facilities. This coordination was necessary to eliminate conflicts between our relocated lines and the other dry utilities relocated lines along the west side of SH 121, ($2,380.00) and • preparing seven sanitary sewer easements acquired by the City and an easement strip map for the City's relocation of its Wastewater lines, ($24,500.00) Staff recommends approval.
