H. 820/ S. H. 121/ STATE HIGHWAY 26/ F. M. 1938 INTERCHANGE THE "WES HEALD/ NORTHEAST TARRANT INTERCHANGE" RECOMMENDATION: The City Manager recommends that the City Council approve a resolution calling for the Texas Department of Transportation to name the I. H. 820/ S. H. 121 / S.H. 26 / F. M. 1938 interchange the "Wes Heald/Northeast Tarrant Interchange." BACKGROUND: Wes Heald will be retiring as the Executive Director of the Texas Department of Transportation after 42 years with TxDOT. Mr. Heald, in addition to his time as the Executive Director of TxDOT, served as the District Engineer for the Fort Worth District. Mr. Heald was instrumental in securing the approval and funding for the construction of the Funnel. If approved by the City Council, the attached resolution will be sent to North Richland Hills, which is spearheading the renaming effort for this interchange. City Manager recommends approval. Wk September 13, 2001 (3:28PM) RESOLUTION NO. 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, PETITIONING THE TEXAS DEPARTMENT OF TRANSPORTATION TO DESIGNATE THE INTERSTATE HIGHWAY 820,STATE HIGHWAY 121, STATE HIGHWAY 26, FARM TO MARKET ROAD 1938 INTERCHANGE AS "THE WES HELD NORTHEAST TARRANT INTERCHANGE"; DIRECTING THE CITY SECRETARY TO SEND THE RESOLUTION TO THE TXDOT ENGINEER; AND PROVIDING AN EFFECTIVE DATE WHEREAS, Charles W. "Wes" Heald is retiring from his position as Executive Director of the Texas Department of Transportation (TxDOT) within the next month; and WHEREAS, Mr. Heald has had a very extensive and distinguished forty-two year career with TxDOT, including serving as the District Engineer for the TxDOT Fort Worth District; and WHEREAS, while district engineer, Mr. Heald was instrumental in keeping highway projects and needed funding for the Northeast Tarrant County area at the forefront of the State Highway Commission; and WHEREAS, Mr. Heald was a driving force in securing funding for the interchange as well as the continued expansion of IH 820 and SH 183; and WHEREAS, Mr. Heald also served on the Regional Transportation Council for the Fort Worth / Dallas Metropolitan Planning Organization, where his concern for the development of the Northeast Tarrant County region was reflected in his drive and determination to improve its transportation infrastructure; and WHEREAS, Mr. Heald's life has been dedicated to the continual improvement and development of an outstanding highway system throughout the State of Texas and we wish to honor his character, abilities and achievements; and WHEREAS, the IH 820 / SH 121 / SH 26 / FM 1938 interchange is defined as the interchange along IH 820 bounded by Glenview Drive / Pipeline Road to the south, SH 26 and FM 1938 (Davis Boulevard) to the northwest SH 121 to the northeast, as shown in the attached Exhibit "A", IH 820 / SH 121 / SH 26 / FM 1938 interchange; and WHEREAS, it is important to designate this interchange for the purposes of public safety designation, traffic reporting reference and for public information; and WHEREAS, the City Council of the City of Grapevine, Texas wishes to recognize and honor Mr. Heald's lifelong achievements through this resolution and to wish him a successful and happy retirement. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council hereby petitions the Texas Department of Transportation to give recognition to Charles W. "Wes" Heald by naming the recently completed IH 820 / SH 121 / SH 26 / FM 1938 interchange in his honor, to be hereafter known as the "Wes Heald Northeast Tarrant Interchange". Section 3. That the City Secretary is directed to send this resolution to the TxDOT District Engineer, Mr. Steve Simmons. Mr. Simmons is urged to take whatever action is necessary to give full force and effect to this resolution in honor of Wes Heald. Section 4. That this resolution shall become effective from and upon the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the day of 2001. Box 95104 Grapevine, TX 76099 Dear Roger, Office of the City Manager SF? 4 2001 The City of North Richland Hills is seeking support from surrounding cities to join our efforts to name the newly completed I.H. 820/S.H. 121/S.H. 26/F.M 1938 Interchange as the "Wes Heald/Northeast Tarrant Interchange." Charles W. "Wes" Heald is the Executive Director of the Texas Department of Transportation (TxDOT) and will be retiring soon. He has had a distinguished career and extensive experience (42 years) with TxDOT. Mr. Heald played an instrumental role in keeping Northeast Tarrant County highway projects at the forefront of the State Highway Commission and was a driving force for securing funding for the Interchange at 26, 820 and 121. Due to Wes Heald's tremendous accomplishments for the State of Texas and especially for NE Tarrant County while serving as the District Engineer for the Fort Worth District, our Council is seeking your support to ask the State to consider naming this Interchange after Wes Heald. We also feel that by giving reference to Northeast Tarrant in the name, we give excellent geographic orientation to our area. TxDOT has informed us that support from all the surrounding cities in the form of a resolution would be beneficial for the State to deliberate this name. If you will please consider placing the attached resolution on your next Council Meeting agenda, it would be greatly appreciated. We have included the resolution that NRH Council is passing on September 10th if you would like to use it as a reference when drafting your resolution. We believe that Mr. Heald has been a true asset to NE Tarrant County and that his name for the Interchange would make all Northeast cities proud. I would appreciate you contacting me as soon as possible to let me know if you plan to pass this resolution at your next Council Meeting. If your Council approves a resolution, please forward me a copy by the end of September so that we can submit these to our TxDOT District Office.
