GENERAL: 1. Mr. and Mrs. Scott Johnson, the owners, are platting this site for the development of a single-family residence. 2. The property is currently undeveloped, vacant land. II. STREET SYSTEM: 1. This site has access to Dove Road to the north. 2. During times of elevated lake levels above 560.0 feet, access to the site is not possible via Dove Road. The owner will obtain an access easement from the south property owners (in Southlake) to access Raintree Drive in instances of Dove Road's closure. 3. There is no additional right-of-way required at this time. T° III. STORM DRAINAGE SYSTEM: u��; 1. The site is surrounded by Corps of Engineer Property and Jones Branch Creek along the east and west sides. The lot drains towards the Corps of Engineer Property and creek. 2. The developer will be required to design for on site and off site drainage in accordance with the City of Grapevine Code of Ordinances. IV. WATER SYSTEM: 1. There is an existing 12" water line in the south side of Dove Road. 2. The existing water distribution system is adequate to serve the development of this site. 0AAGENDA\09-18-01\Johnson Rdoc V. SANITARY SEWER SYSTEM: There is an existing 8" sanitary sewer line on the north side of Dove Road and an existing 10" sanitary sewer line east of the property along the creek. 2. The existing sanitary sewer collection system is adequate to serve the development of this site. VI. MISCELLANEOUS: Water and Wastewater Impact Fees are due prior to the issuance of any building permits. The current fee is $1,897.00 for the lot. 2. Open Space Fees are due prior to the issuance of any building permits, The fee is $807.00 for the lot. VII. STATEMENT OF FINDINGS: A. The City has determined that the utility easement dedications required for streets, utilities, drainage and other municipal needs and services are consistent with the City's ordinances and master plan. Furthermore, the utility easement dedications are considered reasonable and are connected to the proposed project in the following manner: 1. The on site utility and drainage easements dedicated by this plat are necessary to provide a utility network to serve this development. B. The City further finds that the required dedication is related both in nature and extent to the impact of the proposed development as follows: The on site utility and drainage easements are necessary to provide a utility system adequate to serve this development and provide connections to the surrounding property. 2. All of the dedications benefit the development to at least the extent of the impact of such on the development. VIII. RECOMMENDATION: 1. The members of the City Council and The Planning & Zoning Commission consider the following motion: "Move that the City Council (Planning and Zoning Commission) approve the Statement of Findings and the Final Plat Application of Lot 1, Block 1, Johnson Addition."
