HomeMy WebLinkAboutItem 05 - Northeast Transportation ServiceITlM it �r MEMO TO: HONORABLE MAYOR AND MEMBERS OF 7HE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: NOVEMBER 6, 2001 SUBJECT: RESOLUTION AUTHORIZING THE CITY OF GRAPEVINE TO APPLY FOR FEDERAL GRANTEE STATUS ON BEHALF OF THE NORTHEAST TRANSPORTATION SERVICE MEMBER CITIES RECOMMENDATION: City Council consider a resolution authorizing the City of Grapevine to apply for federal grantee status on behalf of the Northeast Transportation Service (NETS) Member Cities and authorizing the City Manager as signatory. FUNDING SOURCE: No additional City funds would be required for this grant. BACKGROUND: The proposed resolution would authorize the City of Grapevine to serve as the grantee to receive Federal funds for the NETS program. The City's financial obligation to NETS does not change with the designation as the Federal grantee. While there is a time commitment on the part of staff with this change, we do not expect that it will be a burdensome amount as the City already meets federal requirements related to procurement and minority/disadvantaged businesses. NETS is a transportation service for the elderly and persons with disabilities provided by the YMCA of Metropolitan Fort Worth (YMCA) on behalf of the participating cities. It is funded by the cities of Northeast Tarrant County, the State and the Federal Government. The cities, YMCA and fare revenue provide approximately $150,000 in local funds. The State of Texas provides $130,000, with $260,000 available from the Federal Government for a total funding package of $540,000 per year. The City of North Richland Hills has been the conduit for the State funds and will continue to operate in that role. During a meeting of the NETS cities on November 1s', several participants expressed concerns about the levels of service and the lack of reports received from the YMCA. A follow-up meeting with the cities and the provider is planned for November 7'h to discuss service issues, development of standards for operations, maintenance, communication, and federal grant requirements. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER TO APPLY FOR FEDERAL GRANTEE STATUS ON BEHALF OF THE NORTHEAST TRANSPORTATION SERVICE (NETS) MEMBER CITIES; AUTHORIZING THE CITY MANAGER AS SIGNATORY; AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Federal Transit Administration may only award funds to eligible federal grantees; and WHEREAS, funding for the Northeast Transportation Service (NETS) is dependent upon federal funding for continued operation; and WHEREAS, persons with disabilities and elderly citizens throughout Northeast Tarrant County depend on this service. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council authorizes the City Manager to apply for federal grantee status on behalf of the Northeast Transportation Service (NETS) member cities.
