SUBJECT: APPROVAL OF A RESOLUTION TO ESTABLISH AN ANNUAL
CONTRACT FOR BREATHING APPARATUS EQUIPMENT
THROUGH AN INTERLOCAL AGREEMENT WITH THE CITY OF
PLANO, TEXAS
RECOMMENDATION:
City Council to consider approval of a resolution to establish an annual contract for the
purchase of self contained breathing apparatus equipment as shown in Attachment "A"
through an Interlocal Agreement with the City of Plano, Texas. Total expenditures will
not exceed the annual budgeted amount for this commodity.
FUNDING SOURCE:
Annual contract expenditures will be limited to the department annual budget amount
approved for this service, Account 100-42200-210-03, Operating Supplies.
BACKGROUND:
Procurements made under this annual contract will be made in accordance with Texas
Local Government Code, Chapter 271.102 which authorizes political subdivisions to
contract with each other for governmental functions such as the purchase of goods
and/or services. A local government that purchases goods and services under this
subchapter satisfies any State law relative to the competitive bidding statutes.
This request is to establish an inter -local agreement with the City of Plano, Texas for the
purpose of utilizing an existing annual contract to purchase SCBA equipment for the Fire
Department as shown in Attachment "A". The City of Plano awarded a contract to Four
Alarm Fire Equipment Company on February 26, 2001 through a sealed bid process.
This contract is for three years with renewals. Utilizing this contract will insure
competition for this commodity and save the administrative cost of soliciting additional
bids.
Staff recommends approval.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER
OR THE CITY MANAGER'S DESIGNATE TO APPROVE AN
INTERLOCAL AGREEMENT WITH THE CITY OF PLANO,
TEXAS TO UTILIZE AN EXISTING ANNUAL CONTRACT
FOR THE PURCHASE OF SELF-CONTAINED BREATHING
APPARATUS EQUIPMENT AND PROVIDING AN EFFECTIVE
DATE
WHEREAS, the City of Grapevine, Texas is a local government in the State of
Texas and as such is empowered by the Texas Local Government Code, Section 271.102
to enter into a cooperative purchasing program agreement with other qualified entities in
the State of Texas; and
WHEREAS, the City of Plano, Texas, is a qualified entity as authorized by Section
271.101 of the Texas Local Government Code; and

WHEREAS, the City of Grapevine, Texas, would like to establish an Interlocal
Agreement with the City of Plano, Texas and wishes to utilize an established contract
meeting all State of Texas bidding requirements for various types of self-contained
breathing apparatus equipment as shown in Attachment "A".
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF GRAPEVINE, TEXAS:
Section 1. That all matters stated in the above preamble are true and correct and
are incorporated herein as if copied in their entirety.
Section 2. That the City Council of the City of Grapevine authorizes the
establishment of an interlocal agreement with the City of Plano, Texas in order to utilize
an existing annual contract for the purchase of various SCBA equipment as shown in
Attachment "A".
Section 3. That the City Manager, or his designee, is authorized to take all steps
necessary to consummate the inter -local agreement.
