MEMORANDUM CITY OF GRAPEVINE, TEXAS TO: PLANNING AND ZONING COMMISSIONERS FROM: TOMMY HARDY, DIRECTOR OF DEVELOPMENT SERVICES RON STOMBAUGH, PLANNER II DATE: NOVEMBER 20, 2001 SUBJECT: PARKING PLAN PP01-02, JESS DANIEL; 814 SOUTH MAIN STREET; LOT 4D, LIPSCOMB-DANIEL SUBDIVISION RECOMMENDATION Staff recommends the Planning and Zoning Commission approve the following parking plan request submitted by Mr. Jess Daniel, owner of the property located at 814 South Main Street, and take any action necessary. BACKGROUND INFORMATION The applicant, Mr. Jess Daniel is the owner of a three building complex located at the northwest corner of South Main Street and West Dallas Road. Mr. Daniel has leased the largest structure of the three on site (3,995 square feet), previously occupied by North Star Winery, to a restaurant user whose minimum parking requirements greatly exceed what has been provided on and off site. Currently, 14 -spaces are on site to meet the needs of all current and prospective tenants. Mr. Daniel has received authorization from the Heritage Foundation to utilize an additional 35 -spaces immediately to the north of the subject site when necessary. A total parking count of 49 on- and off -premise spaces are available to serve the site. The restaurant user will require a minimum of 49 -spaces with a possibility of 8-12 more spaces depending on the amount of outside dining spaces utilized. With the majority of business occurring at the restaurant after normal business hours, the applicant proposes to utilize the City lot located immediately across from the Police/Courts Building on the north side of Dallas Road to meet minimum parking requirements. It is the restaurant operator's intent to utilize a valet parking service when it is necessary to use the City parking lot on Dallas Road. Section 28.K, Off -Street Parking and Loading for the "CBD" Central Business District, provides a mechanism for the Planning and Zoning Commission to determine the amount and method of off-street parking within the district. With this request, the applicant proposes to utilize when necessary, the City parking lot on Dallas Road to meet the parking requirements for the restaurant. See the attached letter from P.W. McCallum, Director, Conventions and Visitors Bureau authorizing Mr. Daniel to utilize the Dallas Road parking lot when necessary. /rs 01ZCU\PP01-02.4 November 14, 2001 Planning and Zoning Commission With regards to the shared use of the two parking lots; one located at 814 South Main Street and one located at 400 West Dallas Road (across from the Police Station). In these two lots there is a total of 170 parking spaces. These two lots provide adequate space for shared use with the facility at 814 South Main. Additionally, the peak use times for the Tarantula Train and the facility at 814 South Main are at different times of the day.
