FUNDING SOURCE: Not Applicable BACKGROUND: On April 3, 2001 City Council approved participation in the Access to Jobs Pilot program for one year with a one year renewal possible at the end of the first year. The purpose of the pilot program was to transport potential employees into Grapevine from the Trinity Railway Express via a shuttle system. This program is funded with both federal grant dollars and local matches. $50,000 was funded in this year's budget to participate in this program. The need for the service was based on a survey of local employers. Since that time, much has changed with the local and national economies. A recent survey of some major local employers indicated that the need for the program is not as significant as it was last year. In addition, decreasing revenues have caused staff to focus on ways to cut costs. The elimination of this program has been identified as a potential cost saving measure since it has not been implemented. The North Central Texas Council of Governments has agreed to let us opt out of the program with the potential to opt back in at a future time should the economic climate change. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS WITHDRAWING FROM THE ACCESS TO JOBS PILOT PROGRAM AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine agreed to participate in a one year Access to Jobs Pilot Program; and WHEREAS, the employment climate has changed and the need for the program is not as significant as it once was; and WHEREAS, the state of the economy and declining revenues have forced staff to look for cost saving measures; and WHEREAS, the program has not yet been implemented. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the City Council of the City of Grapevine, Texas discontinues „ participation in the Access to Jobs Pilot Program. Section 2. That this resolution shall becomes effective from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 20th day of August, 2002.
