HomeMy WebLinkAboutItem 12 - All-Way Stop Sign Installations on Parr RoadCC,- ITem it /Z MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER 0/ MEETING DATE: AUGUST 20, 2002 SUBJECT: ALL -WAY STOP SIGN INSTALLATIONS ON PARR ROAD RECOMMENDATION: City Council consider adopting an ordinance amending Section 23-30 Stop Intersections, of the City Code of Ordinances approving the installation of all -way Stop controls at three intersections on Parr Road: • Parr Road at Woodland Hills Drive/ High Ridge Drive, • Parr Road at Barberry Road/ O'Dell Court and • Parr Road at Parr Lane, and take any necessary action. BACKGROUND: The construction of Parr Road between Hall -Johnson Road and Parr Lane is near completion. As part of the widening of Parr Road, the east edge of pavement was extended east with the new curb line to insure adequate room for the hike and bike trail located on the west side of the roadway corridor. The hike and bike trail is below pavement grade through certain segments of the corridor to maintain privacy for the abutting property owners. In these areas, a new concrete traffic rail barrier was installed on the west side of the street to provide safe separation between the hike and bike trail and the motoring public. This traffic rail barrier limits the visibility for traffic exiting out of the side streets at two intersections. Vehicles eastbound on High Ridge Drive are unable to see vehicles traveling on southbound Parr Road from a sufficiently safe distance due to the obstruction caused by the guard-rail. Similarly, vehicles traveling westbound on O'Dell Court are unable to see vehicles traveling northbound due to obstructions caused by trees. Installing four-way Stops at the intersection of Parr Road/ High Ridge Drive/ Woodland Hills Drive and at the intersection of Parr Road/ O'Dell Court/ Barberry Road will improve traffic safety at these locations. All -way Stops are justified if the potential conflict that can be caused is due to insufficient sight distance and can be corrected by such an installation. August 14, 2002 (8:24AM) Parr Road ends at Parr Lane just east of Parr Park in a T -intersection. At a typical T- intersection, the majority of the traffic on the straight portion is through traffic and the intersecting leg has a Stop control. However, at this location, a majority of the traffic volume on Parr Lane is traffic turning on to Parr Road. In addition, the traffic volume is approximately equal in all directions. Therefore, a three-way Stop will provide for smooth and safe flow of traffic at this location. Staff recommends approval. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE GRAPEVINE CODE OF ORDINANCES BY AMENDING CHAPTER 23 TRAFFIC, SECTION 23-30 RELATIVE TO STOP INTERSECTIONS; REPEALING CONFLICTING ORDINANCES; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS ($200.00) FOR EACH OFFENSE AND A SEPARATE OFFENSE SHALL BE DEEMED COMMITTED EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS OR CONTINUES; PROVIDING A SEVERABILITY CLAUSE; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That Chapter 23 Traffic, Section 23-30 Stop Intersections, of the Grapevine Code of Ordinances is hereby amended by the addition of the following stop intersections: "(532) On Parr Road a) On northbound Parr Road at Woodland Hills Drive and High Ridge Drive b) On southbound Parr Road at Woodland Hills Drive and High Ridge Drive c) On northbound Parr Road at Barberry Road and O' Dell Court d) On southbound Parr Road at Barberry Road and O' Dell Court e) On northbound Parr Road at Parr Lane (533) On Parr Lane a) On eastbound Parr Lane at Parr Road b) On westbound Parr Lane at Parr Road" and the deletion of the following stop intersections. "(484) On Parr Road (a) On Parr Road westbound at Parr Road and Parr Lane" Section 2. That the City Manager, or his designee, is hereby authorized to have the proper traffic signs erected, constructed, and placed at such points along said highway, streets or alleys, or portions thereof under construction, maintenance or repair so that travelers will be reasonably notified of said traffic regulations. Section 3. That all ordinances or any parts thereof in conflict with the terms of this ordinance shall be and hereby are deemed repealed and of no force or effect; provided, however, that the ordinance or ordinances under which the cases currently filed and pending in the Municipal Court of the City of Grapevine, Texas shall be deemed repealed only when all such cases filed and pending under such ordinance or ordinances have been disposed of by a final conviction or a finding of not guilty, nolo contendere, or dismissal. Section 4. Any person, firm or corporation violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed Two Hundred Dollars ($200.00) and a separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. Section 5. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance, or application thereto any person or circumstance is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect. Section 6. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
