APPROVAL OF BID 134-2002, ANNUAL CONTRACT FOR
TEMPORARY EMPLOYMENT SERVICES (CLERICAL)
City Council to consider approval of an annual contract for the lowest and best bid
meeting City specifications to Manpower Employment as primary supplier and The
Roberts Group d.b.a. Snelling Personnel Services as secondary supplier for temporary
employment services. Annual Contract expenditures will be on an as needed basis by
the City Departments. A bid tabulation is attached for review.
FUNDING SOURCE:
Annual contract expenditures will be limited to the annual budget amount approved for
this service.
BACKGROUND:
Bids were taken in accordance with Local Government Code Chapter 252, Subchapter
B, Section 252.021 (a) and Section 252.041 (a). This bid was taken through the Internet
e-commerce web site and in accordance with the administrative procedures and policy
as passed by Council on April 16, 2002. Bids were issued to sixteen vendors with two
vendors responding. Bids were publicly read aloud per the attached tabulation sheet.
Notice to bidders was published in the Grapevine Sun and the Fort Worth Star Telegram
on July 11, 2002 and July 25, 2002.
The purpose of this bid is to establish fixed annual pricing for temporary employment
services (clerical positions only). This service will be utilized by all City Departments and
will be contracted on an as needed basis. The lowest overall bid received was from
Manpower Employment Services. Manpower was awarded past contracts for this service
and has performed satisfactorily. The next lowest bid was from The Roberts Group,
d.b.a. Snelling Personnel Services.

To insure the availability of this service it is recommended that Manpower Employment
Services be awarded an annual contract as primary supplier and The Roberts Group,
d.b.a. Snelling Personnel Services as secondary supplier.
