The engineering firm providing the engineering services to Coppell is TranSystems Corporation Consultants. Coppell's planned improvements will provide a four lane divided pavement section within ON their city. Staff has previously briefed the City Council on the prospects of continuing the construction of this project into Grapevine, the benefits of utilizing the same engineering firm that is designing the Coppell improvements, and the desirability of connecting Coppell with Bass Pro Drive at SH 121 to complete the improved, multi -lane pavement section from Coppell to SH 26. Staff has also previously advised Council of the proposed construction of this project with the Coppell project as one package to take advantage of better pricing for larger scale projects and to insure a coordinated effort by the contractor in both cities. The roadway within Grapevine will be constructed as a four lane concrete pavement section and will include a multi-chamber box culvert for the Cottonwood Branch crossing east of the Enchanted Way intersection with Bass Pro Drive. The three abutting property owners bordering the north side of the 1,800 linear feet of roadway in Grapevine have agreed to participate in the cost of the project based upon their respective frontage. Fellowship Church has agreed to provide $ 130,800.00 in funds. DFW North Limited Partnership and Kendall — Miller Realty Partners have agreed to a voluntary lien being placed upon their properties in the amounts of $127,440.00 and $ 54,960.00 respectively. These liens will be due and payable with N accrued interest upon the sale of each property or the platting and development of each property. The completion of these roadway improvements both in Grapevine and Coppell will serve as a reliever route for traffic during the construction of the SH 121 / SH 114 Improvements. Staff recommends approval. EXHIBIT "A" SUMMARY OF DESIGN FEE Revised: 11/19/02 March 6, 2002 Mr. Jerry Hodge Public Works Director City of Grapevine 200 South Main Street Grapevine, TX 76051 RE: Bethel Road Dear Jerry: TranSystems appreciates the opportunity to present this proposal for engineering services for the above referenced project. In preparation of this fee we have visited the site, researched existing records and coordinated work efforts being performed by our Dallas office for the City of Coppell. The existing road is a two lane rural section with bar ditches, the proposed section will be either a four lane or six lane divided with enclosed storm drain. This letter details the services to be performed by TranSystems. Prepare Base Map The following tasks have been identified for surveying: • Topographic survey 200' either side of centerline, • Tie existing utilities, • Deed research, • Property Surveys, • Right -of -Way (R.O.W.) staking and mapping, • Tie to City of Grapevine datum, • Documents for R.O.W. acquisition $ 19,220.00 Construction Plans & Specifications The following tasks have been identified to develop final construction drawings: • Prepare paving plans and specifications, • Prepare plan & profile sheets for storm drain, • Prepare general notes, • Prepare erosion control plans, • Develop cross sections, • Prepare a construction estimate and timeline, • Coordinate with the City of Coppell, • Design/Review meetings TranSystems is not including services or fees for the relocation of non -city owned utilities. We will coordinate our design effort and provide them with plans for their design if required. $ 66,715.00 Mr. Jerry Hodge March 6, 2002 Page 2 t � Bridge Design The following tasks have been identified to develop complete bridge plans: • Develop a bridge layout, • Design per TxDOT standards • Perform a comparative analysis of standard members, • Prepare design calculations, Geotechnical will be provided by the City but could be provided for an additional fee. No retaining walls are anticipated for this project $ 18,800.00 Drainage_Designn The following tasks have been identified to complete the drainage for the proposed improvements: • Develop hydraulic flows, • Coordinate with City for analysis of the bridge structure, • Extend the proposed storm drain from Coppell and provide enclosed storm drain for Cities portion, • Prepare a drainage area map with flow calculations, • Prepare plan and profile sheets for enclosed storm drain. The City will provide modeling of Cottonwood branch. TranSystems will provide flows, cross sections, and a proposed section for the City to model and coordinate with FEMA. $ 15,095.00 �Bidding Assistance The following tasks have been identified to assist in the bidding phase: • Assist with the pre-bid meeting, • Prepare addendums if required, • Prepare bid tabulation, • Analyze bids for recommendation. TranSystems will assist the City in bidding the project. TranSystems will provide specifications, a bid tab, addendums if required and a recommendation for the successful bidder. $ 5,350.00 Construction Services The following tasks have been identified to assist during the construction phase: • Once a month site visits (12), • Review of the pay estimate, • Review project submittals, • Prepare "Record Drawings" from Cities/ Contractor marked up construction plans ( no survey included), • Assist City in clarifying contractors questions, • Conduct final inspection with the City. This fee does not include full time site inspection. TranSystems will provide the above mentioned services for an estimated time of construction of 12 months. $ 15,420.00 Reimbursables The following items have been identified for this project: • Miscellaneous printing • Electronic files (Autocad 14) • Mylar's of record drawings • Mileage • Deliveries $ 2,000.00 TOTAL HOURLY NOT -TO -EXCEED $ 142,600.00 We sincerely appreciate the opportunity to work again with the City of Grapevine.
