SUBJECT: ENGINEERING SERVICES CONTRACT SUPPLEMENTAL
AGREEMENT # 1 — EULESS GRAPEVINE ROAD & STONE
MYERS PARKWAY
RECOMMENDATION:
City Council consider authorizing Supplemental Agreement #1 to the Engineering
Services Contract with Turner, Collie & Braden, Incorporated for the design and
construction phase services relative to the Euless Grapevine Road/Stone Myers
Parkway Reconstruction Project in an amount not to exceed $115,556, authorize staff to
execute said supplemental agreement, and take any necessary action.
FUNDING SOURCE:
Funds are available from 1999 GO Bonds, Account # 17878111010.
BACKGROUND:
City Staff submitted this project for NCTCOG funding in the 1999 Call for Projects under
the TEA-21 Funding Program. The roadway will provide an additional reliever route for
traffic destined for DFW Airport when State Highway 360 and State Highway 121/State
Highway 114 are heavily congested. Additionally, this roadway will provide added
capacity for the corridor when the State Highway 121/State Highway 114 project is under
construction. �
In NCTCOG's authorization of this project, NCTCOG would provide part of the funding
up to a fixed limit with the City providing the balance. Since it involved federal funds,
TxDOT was going to construct the project. Under this approach, with TxDOT managing
the construction, there was no need for TC&B to provide construction phase services to
the City. This cost is normally 15% of the total engineering fee.
As the design progressed, TxDOT advised the City that they would be adding a project
management charge totaling 7% of the estimated construction costs to the project,
estimated in excess of $530,000 for their efforts in managing the project since the
project is not on the highway system. Since this added cost would be borne by the City,
staff then approached TxDOT with the concept of the City contracting for the

construction and managing the project. TxDOT agreed. This saved the total project
about $455,000 in costs that were not in the original planning.
However, since we are now managing the bidding, contracting and construction of the
project, we need construction phase services from our consultant. The proposal from
TC&B for these services totals $77,428, which represents less than 11.5% of the total
fee.
Additionally, due to the prolonged delay in finalizing this project resulting from DFW
Airport's withholding final approval, our consultant has had to provide us additional
support not originally anticipated in the engineering services contract. These services
have included coordination of submittals and re-submittals to TxDOT for their final
approval through the letting process and significant efforts in processing submittals
through the FAA for final approval that was not in their original scope of services
($25,948 and $12,180 respectively).
Staff recommends approval.
