SUBJECT: APPROVAL OF THE PURCHASE AND INSTALLATION OF
ELECTRICAL SERVICES AND EQUIPMENT FOR OAK GROVE
PARK SOCCER FIELD
RECOMMENDATION:
City Council to consider approval of the purchase and installation of light fixtures and
electrical circuits to the Oak Grove Park Soccer Parking Lot and Restroom Facility in the
total amount of$35,070. A copy of the bid tabulation is attached for review.
FUNDING SOURCE:
Funds are available in account 121-48840-312-09-000001 Council Quality of Life
Fund/Buildings Oak Grove Soccer/Parks and Recreation.
� BACKGROUND:
At the September 16, 2008 Council Workshop, the Council directed staff to proceed with
several improvements at the Oak Grove Soccer Complex. Included in these
improvements was the installation of a new restroom facility centrally located at the
complex. Also included in the improvements was the paving of the parking lots at the
complex.
This project involves the purchase and installation of seven light poles and fixtures for
the Oak Grove Soccer parking lot and for electrical service to the restroom facility. The
service includes installation of piers — drill holes, steel, concrete, anchor bolts and
electrical light fixtures and equipment as well as running electrical service to all lighting
and the restroom facility.
Written quotations were sent to three qualified vendors for this project with three vendors
responding. The lowest bid was received from NEMA 3 Electric, Inc. in the total amount
of $35,070. This vendor met all of the required specifications. Two other quotations
were received from Dennis Electric and Gifford Electric. Because there was a
considerable difference between the low bid and the two other bids received, Staff -
checked with the low bidder to insure that their bid included all of the equipment and
services required. Staff is satisfied that the low bidder will provide all of the specified
equipment and installation services. In addition, NEMA 3 Electric, Inc. has completed

other projects in the past for the City and has provided satisfactory work. A copy of the

In accordance with purchasing policy, Staff solicited written quotations for this purchase.
House Bill 3506 raised the formal bid limit requirement from $25,000.00 to $50,000.00.
Effective September 1, 2007, formal bids and advertisements are not required for
purchases under $50,000.
Staff recommends award of a purchase order to NEMA 3 Electric, Inc. in the total
amount of $35,070.
