BACKGROUND INFORMATION: This request was tabled during the public hearing at the November 19, 2002 meeting in order for the applicant to address the City Council's concerns relative to sound attenuation. The applicant is in the process of preparing a presentation detailing the steps that will be taken to reduce noise levels at the subject site. The applicant is also working out an agreement with the Dallas/Fort Worth Airport Board to garner their support for the project. The site contains approximately 2.4 acres and has 434 feet of frontage along Southwest Grapevine Parkway, 368 feet of frontage along Mustang Drive, and 528 feet of frontage along Heritage Avenue. REQUESTED CONDITIONAL USE AND COMMENTS: The applicant is requesting a conditional use permit to allow the develgpment of a personal care facility. This is the first phase of a multi -phase project. This first phase will contain 42 -beds for the proposed personal care facility. The property to the south of the subject site received a zone change (Z99-14) at the September 21, 1999 meeting rezoning 4.435 acres from "PID" Planned Industrial Development District to "CC" Community Commercial District for an office development. We propose to improve the property with a one story building designed as an Assisted Living Facility for residents with memory impairment. The facility will provide living units for 42 residents, along with a commercial kitchen, dining rooms, staff offices, bathing areas, laundry rooms and common areas to include game rooms, library, therapeutic kitchen and greenhouse area. There will also be secured outside garden areas for the use of residents.
