City Council to consider approving an ordinance amending the Grapevine Code of Ordinances, Section 16-32. Fees; policies and procedures — Golf Handicap Service Fee. FUNDING SOURCE: Fees for service. BACKGROUND: The proposed item is intended to add a level of service for golfers at Grapevine Municipal Golf Course. For many years the Golf Course has provided a handicap recording service for a fee of $20.00. The Golf Course Advisory Board is recommending that the service be expanded to what will be called "Gold Service Card" for an annual fee of $50.00 to include the following: - Handicap recording service. - May make a tee time seven days in advance of the day of play (as compared to six days for non -card holders). - Eligible to play in gold card tournaments. - Eligible for eight monthly and one year-end drawing for pro shop merchandise. - Eligible for gold card group clinics. - Gold Card holders who have week -end or holiday tee times and who show up for their tee time short a player will be exempt from paying for the green fee and cart for the missing player twice a year. Upon a third or subsequent occurrence, the group would be responsible for the missing player's fees. - Gold card holders may cancel their tee time at least 24 hours in advance and not have the miss charged against their missed occurrences. December 11, 2002 (2:47PM) The gold service cards will be annually renewable in January and cards will not be pro -rated. Both the Golf Course Advisory Board and the golf staff believe that this will be a very popular service and will encourage increased volume of play and participation at the golf course. The gold card service will replace the current limited service. The higher fee reflects the costs of the additional benefits. Staff recommends approval. WAG/cjc H:AGMGolfFees12-02 December 11, 2002 (11:10AM) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AMENDING THE CODE OF ORDINANCES CHAPTER 16 PARKS AND RECREATION, SECTION 16-32(a) RELATIVE TO GRAPEVINE MUNICIPAL GOLF COURSE FEES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF FIVE HUNDRED DOLLARS ($500.00) FOR EACH OFFENSE AND A SEPARATE OFFENSE SHALL BE DEEMED COMMITTED EACH DAY DURING OR ON WHICH AN OFFENSE OCCURS OR CONTINUES; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That the Grapevine Code of Ordinances Chapter 16, Parks and Recreation, Section 16-32(a)(3)(e) is hereby amended in its entirety to read as follows and all other chapters, sections, subsections, paragraphs, sentences, definitions, phrases and words of said Code of Ordinances are not amended, but shall remain intact and are hereby ratified, verified, and affirmed: "(a)(3)e. Gold Service Card ......................................... $50.00 + tax" Section 2. If any section, article, paragraph, sentence, clause, phrase or word in this ordinance or application thereto any person or circumstance is held invalid or unconstitutional by a Court of competent jurisdiction, such holding shall not affect the validity of the remaining portions of this ordinance; and the City Council hereby declares it would have passed such remaining portions of the ordinance despite such invalidity, which remaining portions shall remain in full force and effect. Section 3. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed Five Hundred Dollars ($500.00) and a separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. Section 4. The fact that the present ordinances and regulations of the City of Grapevine, Texas are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the public creates an emergency which requires that this ordinance become effective from and after the date of its passage, and it is accordingly so ordained.
