ISO CONSULTANT CONTRACT
City Council consider awarding a contract with Mike Pietsch Consultant Services,
Incorporated to prepare the report and documentation to the State Board of Insurance
during the Spring 2003 Public Protection Classification (PPC) inspection. The PPC is
the standard grading to establish the Insurance Services Office (ISO) number for
insurance premiums. The cost of the service is (not to exceed) $16,500.
FUNDING SOURCE:
Funding is available in the Fire Department budget under the Professional Services
Account number 100-44540-210-1.
BACKGROUND:
The Texas Department of Insurance grades each community every ten years to
establish the PPC. This is a nation wide classification system used by the Insurance
Services Office to reflect a community's local fire protection for property insurance rating
purposes. The public fire protection of a city is graded using the ISO's Fire Suppression
Rating Schedule to develop the community's classification. Currently the City of
Grapevine has a 4 rating on the scale and with the assistance of the consultant and the
recent improvements of the fire department staffing, training, equipment and prevention
programs the goal is to achieve a 2 rating on the ISO grading scale. This change in
PPC could save homeowners and businesses 10% on their insurance premiums. The
grading systems include fire protection (50%), alarm/dispatching (20%), and water
distribution system (30%) to establish the final grade. The consultant will help the Fire
Department and the Public Works Department collect the documents and data
necessary to achieve the highest score.
Staff recommends approval.

This confirms your acceptance of my proposal for Mike Pietsch, P.E. Consulting
Services, Inc, to perform their consulting services in conjunction with Grapevine's
I.S.O. classification. The total cost to survey and grade The City of Grapevine
wilt be $14,100.
Payment Agreement: The City of Grapevine agrees to pay Mike Pietsch, P.E.
Consulting Services, Inc. 25% after the conclusion of the first week, 25% after
the conclusion of the second week with the remaining 50% to be paid upon the
conclusion of the consulting project to survey and grade The City of Grapevine.
