The property contains Sy DFW ; I �,, � Hall-Johnson �so Airport a I �� � ; 6.4 acres and has no frontage along any public right- _� ��--- � � of-way. °1 Glade Rd. d I _i F� c � 3 REQUESTED ZONE CHANGE, PLANNED DEVELOPMENT OVERLAY AND COMMENTS: The applicant is requesting a zone change to rezone a�proximately 6.4 acres from "BP" Business Park District to "R-MF-2" Multifamily District for the development of a four storv, 368 unit multifamil�development. The applicant is also requestinq to establish a planned development overl�on the sub�ject pro�erty to include but not be limited to deviation from the height requirement density, open space, parkinq, front vard setback, landscape buffer, length of buildinq and unit mix. The applicant intends to develop a four-story, 368 unit apartment complex near the southwest corner of East Wall Street and Texan Trail. The complex will have no actual frontage on a public street and will be accessed by several internal drives that serve the planned business park. Surface parking (133 spaces} and a five level parking structure (approximately 498 spaces) will be provided to serve the residents of the complex. The O:�ZCU�ZOS-06.4&PD08-02.4 1 October 15,2008(11:27AM) subject property, originally conceived as part of a planned business park that is currently under development will be extracted from the business park and rezoned to equate the zoning with the actual proposed use on the property. The apartment mix is as follows: • 231 one bedroom units; 767 square foot average unit size • 122 two bedroom units; 1,184 square foot average unit size • 15 three bedroom units; 1,524 square foot average unit size The following is a brief summary of those areas of the zoning ordinance in which the project is noncompliant and the planned development overlay is being used to accommodate the request: • Density: maximum allowed under the conditions set forth in the request is 18 units per acre; requested density is 58 units per acre • Recreational open space: minimum allowed is 250 square feet per dwelling unit; requested recreational open space is 80 square feet per dwelling unit • Front yard setback: minimum front yard setback by ordinance is 40 feet; requested front yard setback, established along the eastern side of the building is 20 feet • Maximum impervious area: maximum allowed by ordinance 75 percent of the lot; requested impervious area is 77 percent • Landscape buffer in vehicle use areas: minimum ten foot buffer required between vehicle use areas and adjoining property tines; requested buffer of 5.5 feet along the western property line • Building height: cannot exceed 35 feet (two stories); proposed four story structure, 65 feet in height • Parking: minimum required parking is established at 2.5 spaces per dwelling unit; applicant proposes1.75 spaces per unit • Parking within the front yard setback area: the ordinance establishes the front yard as both a building setback and landscaped setback area; applicant proposes to provide parking in the front yard along the eastern edge of the building • Design requirements relative to building location and vehicle use/parking areas: ordinance requires a minimum 15 foot separation between buildings and vehicle use areas; applicant proposes separation of less than ten feet in numerous areas . • Design requirements relative to the length of buildings: ordinance requires a maximum length of any building shall not exceed 200 feet; proposed building is approximately 600 feet in length • Unit mix: the ordinance mandates that no more than 15 percent of the total apartment mix can be comprised of apartments between 600 and 750 square feet; the applicant proposes 106 one bedroom apartments that are less than 750 spare feet in size which is 28.8 percent of the total number of apartments proposed PRESENT ZONING AND USE: The subject property is currently zoned "BP" Business Park District and is vacant. The subject property was zoned "C-2" Community Business District along the East Northwest Highway frontage and "R-3" Multiple Family District prior to the 1984 City Rezoning. The property to the north was zoned "C-2" Community Business District and "I- 1" Light Industrial District prior to the 1984 City Rezoning. The property to the east was zoned "I-1" Light Industrial District and the property to the south and west was zoned "R-1" prior to the 1984 City Rezoning. A request to rezone this property to "BP", Business Park District for the future development of a business park was denied by Council on August 15, 2000 (Z00-10). The site was later rezoned to "BP" Business Park District in December, 2003 (Z03-09). At the February 17, 2004 meeting Council approved a conditional use permit to establish a 23-acre Planned Business Park on the subject property. At Council's June 25, 2005 meeting, two separate office project were approved on the subject property (CU05-26) relative to development within the planned business park. A planned commercial center(CU06-25)was established by Council at the July 18, 2006 meeting on the "CC" Community Commercial zoned property along Texan Trail along with a bank with drive-through service (Northstar Bank). Box single family subdivision AIRPORT IMPACT: The subject tract is located within "Zone B" Middle Zone of Effect as defined on the "Aircraft Sound Exposure: Dallas/Fort Worth Regional Airport Environs" Map. In "Zone B" the following uses may be considered only if sound treatment is included in building design: multifamily apartments, motels, office buildings, movie theaters, restaurants, personal and business services. Single family residential and sound sensitive uses such as schools and churches should avoid this zone. The applicant's proposal is an appropriate use in this noise zone. MASTER PLAN APPLICATION: The Master Plan designates the subject property as an Industrial land use.
