HomeMy WebLinkAboutItem 14 - Grapefest ExtensionW ITEM • MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: ROGER NELSON, CITY MANAGER MEETING DATE: NOVEMBER 19, 2002 SUBJECT: GRAPEFEST EXTENSION RECOMMENDATION: City Council consider a resolution extending GrapeFest hours to 10:00 a.m. - 10:30 p.m. Thursday, 10:00 a.m. to 11:30 p.m. Friday, 10:00 a.m. to 11:30 p.m. Saturday, and 11:00 a.m. to 6:00 p.m. Sunday on a permanent basis. Staff recommends approval. BACKGROUND: The City Council granted a one-time trial expansion last year for GrapeFest 2002. The additional 19 hours added to the festival increased the total festival hours to 46 over the four-day period. Admission to the festival is free on Thursday and until 5:00 p.m. on Friday. The expansion of hours on a permanent basis will make the festival more successful in many ways. A four day festival: • increases attendance and makes the festival more attractive to sponsors and advertisers, • allows us to increase attendance without adding to street congestion, • increases the opportunity for tour packaging and hotel room nights, • expands opportunities for service and civic group fundraising, • provides additional exposure to foot traffic for vendors and historic district merchants and enables more options for cross marketing; and • increases the opportunity for imaging and national media coverage. These benefits are realized through minimal increase in costs. Additionally, the four day expansion represents more cost effective use of the temporary festival infrastructure. The expansion increases fundraising opportunities for the Palace Arts Center debt retirement. On a local level, Grapevine residents perceived the Thursday opportunity as a time set aside especially for them to enjoy the festival without the weekend crowds. November 14, 2002 (8:58AM) The recommendation for expansion of GrapeFest hours to a permanent four-day festival and the extension of Thursday hours to 10:30 p.m. was presented at the October 17, 2002 meeting of the Grapevine Convention & Visitors Bureau Board of Directors and was unanimously recommended for approval. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS ENDORSING THE EXTENSION OF THE GRAPEFEST FESTIVAL TO A FOUR-DAY FESTIVAL, THURSDAY THROUGH SUNDAY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the Grapevine City Council believes festivals play an important part in maintaining the City's heritage and sense of community; and WHEREAS, the proceeds of the festivals contribute to the preservation of the City's heritage; and WHEREAS, the City Manager and the Convention & Visitors Bureau Board of Directors have recommended that the City Council vote to extend the festival hours; and WHEREAS, such extension would allow for more cost efficient utilization of temporary festival infrastructure, accommodate increased attendance without increased congestion and afford increased opportunities for tour packaging additional hotel room nights; and WHEREAS, such extension allows for three additional meal time opportunities for vendors and historic district restaurants, allows for increased cross marketing opportunities for merchants and allows for more exposure to foot traffic for downtown merchants during their normal business hours; and WHEREAS, such extension would facilitate increased sponsorship and advertising opportunities as well as imaging and national media opportunities thus allowing for increased fundraising opportunities for civic and service groups as well as the Palace Theatre Debt Retirement and other preservation projects. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the preamble are true and correct and incorporated herein as if copied in their entirety. Section 2. That the GrapeFest festival hours be extended on a permanent basis to: Thursday 10:00 AM - 10:30 PM Friday 10:00 AM - 11:30 PM Saturday 10:00 AM - 11:30 PM Sunday 11:00 AM - 6:00 PM. M M Section 3. That this resolution is effective from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 19th day of November, 2002.
