HomeMy WebLinkAboutItem 15 - Interlocal Agreement with ColleyvilleMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITYCOUNCIL FROM: ROGER NELSON, CITY MANAGER "� if)/'- �), R� MEETING DATE: NOVEMBER 19, 2001 SUBJECT: INTERLOCAL AGREEMENT — FOR PROVISION OF FLEET SERVICES TO THE CITY OF COLLEYVILLE RECOMMENDATION: City Council consider approval of an Interlocal Agreement (renewal) with the City of Colleyville for provision of services to maintain the City of Colleyville's fire protection vehicles by the City of Grapevine Fleet Services Division, authorize staff to execute said agreement and take any necessary action. FUNDING SOURCE: Funding for labor and parts expended to maintain the City of Colleyville fire protection vehicles would be recouped by payments from the City of Colleyville. Payments are due in 30 days from the date of invoice. BACKGROUND INFORMATION: In October of 2000, an Interlocal Agreement extension of twelve months was awarded by the City of Grapevine to maintain the City of Colleyville fire vehicles. The City of Colleyville has been satisfied with the services provided under this Interlocal Agreement and requests that it be continued for another one year period. As in the original agreement, the fire protection fleet of vehicles belonging to the City of Colleyville consists of twelve vehicles, eight of which are emergency response vehicles and four of which are of an administrative nature. The eight emergency vehicles will carry the same priority level of service as Grapevine Fire emergency vehicles. Staff does not anticipate any adverse impact on the level of service provided to our own fleet vehicles. The agreement is identical to last year's agreement with the exception of the labor rates related to the provision of service for the City of Colleyville. The revised rates are as follows: The Shop Standard Labor rate increased from $54.00 to $55.50 per hour, an approximate 3.0% increase from last year's cost. Overtime labor rate increased from $71.95 to $83.25 November 14, 2002 2:OOPM per hour, an approximate 15.7 % increase from last year's cost. In past years, this number was not adjusted. This new rate brings the field overtime labor rate into line with actual costs incurred. In addition, the Field Standard Labor Rate will be increased from $59.90 to $61.05 per hour. Field Overtime labor rate increased from $77.90 to $91.60 per hour, an approximate 17.6 % increase from last year's cost. In past years, this number was not adjusted. This new rate brings the field overtime labor rate into line with actual costs incurred. These costs were determined by the Director of Finance in conjunction with the Manager of Fleet Services in order to adequately cover the costs to the City of Grapevine for maintaining the City of Colleyville fire fleet. This cost increase is a result of a rise in the operating costs of the Fleet Services Division. The Colleyville City Council is scheduled to approve the Interlocal Agreement with the increase in the above labor rates at their first meeting in December. Staff recommends approval.
