HomeMy WebLinkAboutItem 15 - GIS Enterprise License ���� � � MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL � FROM: BRUNO RUMBELOW, CITY MANAGER �� MEETING DATE: OCTOBER 21, 2008 SUBJECT: GIS ENTERPRISE LICENSE AGREEMENT RECOMMENDATION: City Council to consider a small government three year enterprise license agreement in the amount of $100,239.00 with ESRI to provide unlimited access to software licenses, technical support and software maintenance for the City's Geographic Information System (GIS) program. FUNDING SOURCE: Fund 100-44540-415-4 $2,857.00 Fund 200-44540-531-1 1,000.00 � Fund 117-44540-209-4 4,600.00 Fund 200-44540-533-1 21,782.00 Total Available $30,239.00 BACKGROUND: The agreement is structured so that payments are made annually for a total of three years. The first payment is $30,239.00. The FY10 and FY11 payments are $35,000.00 each, for a total of the above-mentioned $100,239.00. FY10 and FY11 payments will be funded from Account 200-44540-533-1, without a budget increase. This procurement will be made as a sole source in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.022 (a). Existing ESRI licenses/e�ensions: • 5 Arclnfo licenses • 1 ArcEditor license • 15 ArcView licenses • 1 ArcPublisher extension • 1 Network Analyst extension • 2 Spatial Analyst extensions Ocfober 15,2008 (11:15AM) This agreement provides a unique opportunity to gain access to unlimited licenses and additional functionality using existing funds. The City's GIS program is expanding rapidly and there is an urgent need for more licenses. Additional users are accessing the GIS on their local systems and on the network every day. This agreement allows access to additional resources which will aid in growing and strengthening the availability and analytical functionality of the City's GIS program. April 22,2008 Subject: ESRI Sole Source Justification for Geographic Information System Software To Whom It May Concern: This letter confirms ESRI,as owner and manufacturer, is the sole-source provider of software maintenance(annUal renewal af technical support plus ESRI software updates/upgrades) for all ESRI products, except ArcLogistics Route and ArcGIS Business Analyst. ESRI is the sole-source provider of the following ESRI products in the commercial, state,and local government marketplace: ArcGIS ArcEditor,ArcGIS ArcInfo, ArcGIS Image Server, ArcGIS Server and extensions, ArcInfo workstation and extensions, ESRI Developer Network(EDN) subscriptions, GIS Portal Toolkit, Map Production System Atlas, Maplex 3.x,MapStudio,Military Overlay Editor(MOLE),NetEngine, Production Line Toolset(PLTS) for ArcGIS, including PLTS Foundation and PLTS Soiutions, and certain proprietary training courses. � In an effort to support diversity in federal contracting, ESRI has authorized certain small and/or disadvantaged companies (See GSA Advantage! for details)as resellers of ESRI products ta eligible entities purchasing under a GSA Schedule, including the following products otherwise available only from ESRI: ArcGIS ArcEditor, ArcGIS ArcInfo, ArcGIS Image Server, ArcGIS Server and extensions, ArcInfo workstation and extensions, Map Production System Atlas,NetEngine,NetEngine Network Server Annual Renewal, Production Line Toolset(PLTS) for ArcGIS, including PLTS Foundation and PLTS Solutions,and certain ESRI Instructor-led training courses. ESRI distributes certain software licenses, excluding those listed above, through open-market value-added resellers and distributors.
