HomeMy WebLinkAboutItem 16 - Meadowmere Park � ' , ����'�� ;4'- �,.,�_`_�.-�°- -- MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER ��"' MEETING DATE: SEPTEMBER 16, 2008 SUBJECT: RESOLUTION TO PARTICIPATE IN THE STATE BOATING ACCESS GRANT PROGRAM FOR A LOW WATER BOAT RAMP AND RESTROOM FACILITY AT MEADOWMERE PARK RECOMMENDATION: Staff recommends the City Council approve a resolution authorizing and directing staff to participate in the State Boating Access Grant Program with the Texas Parks and Wildlife Department for the development of a low water boat ramp, restroom facilities and other amenities at Meadowmere Park. The total project cost is $700,000 with the City's match being $200,000, which is 28% of the total cost of the project. The resolution is attached for review. Also, please see the attached concept plan showing the location of the boat ramp and supporting facilities. A concept plan is required with the submittal of the grant. FUNDING SOURCE: Funds are available in account 325-48850-312-09 and an appropriation is made thereto. BACKGROUND: The City recently received a Boating Access Grant for the high water boat ramp, restroom, dock and improvements at Katie's Woods. That project was dedicated April 17, 2008. This project will include the low water boat ramp, courtesy dock, restroom facility, fishing tournament shelter, signage, landscaping, irrigation, sidewalks and parking lot improvements. The first boat ramp to close on the lake when the water recedes is at Meadowmere Park. If the grant is approved by the Texas Parks and Wildlife Department, the proposed low water boat ramp will open when the existing ramp is closed due to the low lake level. The only other way to keep this boat ramp open year round is to close another boat ramp managed by the City. There have been times in the past two years when all the boat ramps have been closed due to the lake le.vel being too low. The addition of this low water boat ramp will allow boaters to access the lake and allow the City to collect revenue to support the lake parks. September 11,2008 (7:44AM) .�.��:,� Staff has been working hard on improving the facilities at Meadowmere Park so citizens can enjoy the lake. The only developed beach in the lake park system is at Meadowmere Park. Also, new play equipment has been recently installed near the beach at Meadowmere Park thanks to funds from FEMA as a result of the flooding. Finally, staff's goal is to move the Junior Sailing Program from Scott's Landing to Meadowmere Park. The new restroom facility can support this program and the facility has a room attached that can be utilized as a classroom for the students. The restroom facility will also support park patrons utilizing the beach, play area, picnic pavilions and the boat ramp. That the City of Grapevine is hereby eligible for assistance and will enter into a project agreement with the Department to provide for said development on a reimbursement basis, with the Sponsor providing a minimum of 25% by appropriations or in-kind services, and the Department providing 75% matching funds up to a maximum of$500,000.00, for work accomplished. Section 2. That the Sponsor has matching funds available. Section 3. That the Sponsor will operate said facility, perform all necessary maintenance and repairs to ensure public use, health and safety and provide security surveillance to minimize creations of nuisance or hazard to the public or adjacent property owners for the life of the facility or a minimum of 25 years. Section 4. That said facility will be open at all reasonable times to the public and that revenue from any user fees will only be used to offset operation and maintenance costs of any supported facilities. Section 5. That the application has been submitted to the North Central Texas Council of Governments for review and comment and a copy of these comments will be provided to the Department prior to funding approval. Section 6. That this resolution shall take effect from and after the date of its passage.
