HomeMy WebLinkAboutItem 08 - Trailer Mounted Generator Set ��:�� �� �� MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL 2 FROM: BRUNO RUMBELOW, CITY MANAGER � MEETING DATE: SEPTEMBER 2, 2008 SUBJECT: APPROVAL OF THE PURCHASE OF A TRAILER MOUNTED GENERATOR SET RECOMMENDATION: City Council to consider approval of the purchase of a Trailer Mounted Generator set from Cummings Southern Plains, LLC in the total amount of $70,551. FUNDING SOURCE: Funds are budgeted in the Utility Enterprise Fund/Machinery and EquipmenUPermanent Capital Maintenance 200-48860-534-0. BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Sfar Telegram on June 26, 2008 and July 03, 2008. A tabulation of all received bids is attached for review. This purchase is for a Trailer Mounted Generator Set for Public Works Utilities that will be used to power and run all of the 30 Lift Stations in the event of power outages. In addition, the generator can be used to power and run the distribution pumps at the Water Treatment Plant. The generator was approved for purchase by the City Council during this budget year. Bids for this purchase were solicited from 20 vendors with four vendors responding. After the bid opening, the bids were submitted to Public Works and Engineering for review to ensure compliance with the required technical specifications. The lowest bid received was from Winco, Inc. in the total amount of $65,761. Winco, Inc. is a company based in Minnesota. Staff requested additional information from this vendor to ensure compliance with the required specifications. After review of the information submitted, Staff found that the Winco, Inc. bid could not be determined to be in compliance with the specifications due to lack of information regarding trailer load capacity, limited warranty and local service locations. � August 26, 2008 (11:13AM) From the data submitted by Winco, Inc., Staff could not determine if the product submitted was in compliance with the trailer specifications requiring triple axle and load . capacity. In addition, the specifications required a single source responsibility far warranty, parts and service through a local representative with factory-trained service. The bid submitted by Winco, Inc. offered a timited warranty with some service to be provided by another manufacturer. Staff could also not confirm that the service company's submitted by Winco, Inc. could provide qualified local factory trained service. One local company submitted by this bidder indicated that they mainly provided service for a completely different type of product and another company indicated they did not provide complete service for the equipment being purchased. The second lowest bid was from Cummings Southern Plains, LLC. After review of the specifications provided by Cummings, it was determined that this company did meet the requested product specifications and could provide both the warranty and local factory trained service. The City has conducted business with Cummings Southern Plains, LLC in the past and found their product and service to be acceptable. Staff recommends that this purchase be awarded to the second lowest bid of Cummings Southern Plains, LLC in the total amount of$70,551.
