SUBJECT: APPROVAL OF THE PURCHASE AND INSTALLATION OF AN
ENGINE/TRANSMISSION REPLACEMENT FOR THE POLICE
COMMAND BUS
RECOMMENDATION:
City Council to consider approval of the purchase and installation of an engine and
transmission for the Police Command Bus from Stewart & Stevenson, Inc. in the total
amount of$28,500.00.
FUNDING SOURCE:
Funds are available in accounts 100-43430-108-1 General Fund/Motor Vehicle
Maintenance and 114-44686-209-2 Special Revenue Fund/Law Enforcement/State
Forfeitures,
BACKGROUND:
House Bill 3506 raised the formal bid limit requirement from $25,000.00 to $50,000.00.
Effective September 1, 2007, formal bids and advertisements are not required for
purchases under $50,000.00. In accordance with City Purchasing Policy, Request for
Quotations was sent to four vendors with two vendors responding. The lowest quotation
that met all requirements was from Stewart & Stevenson, Inc. A copy of the bid
tabulation is attached for review.
This request is for the purchase and installation of a remanufactured Detroit 6V92T
Engine and rebuilt HT740R Allison Transmission for the Police Command Bus.
The Police Command Bus was purchased three years ago as a 1983 Converted Transit
Bus with over 250,000 miles on the engine and transmission. The bus was previously
reconditioned with a new interior, exterior paint, generator and special police
components. After a recent inspection by Fleet Services, it was found that the engine
and transmission has serious mechanical problems and a new engine and transmission
is needed for the bus to be serviceable.
The Police Department will provide half of the funds from account 114-44686-209-2 and
Fleet Services will provide the other half from account 100-43430-108-1.
