HomeMy WebLinkAboutItem 15 - Sports Field LightingMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: DECEMBER 3, 2013 SUBJECT: APPROVAL OF A RESOLUTION FOR THE PURCHASE OF SPORTS FIELD LIGHTING RECOMMENDATION: City Council to consider approval of a resolution for the purchase of sports field lighting from Musco Sports Lighting, LLC through an Interlocal Participation Agreement with The Local Government Purchasing Cooperative (Buyboard) and to appropriate funds from the unappropriated balance of the Quality of Life Fund that will be reimbursed by the Grapevine - Southlake Soccer Association. 1 11P (971 i•rt��ilil;Zi Funding for this purchase is currently available in the following accounts for a total amount not to exceed $811,714.00. • Account 121 - 48899 - 312 -14- 000040 - $250,000.00 • Account 121 - 48899 - 312 -14- 000041 - $270,000.00 • Account 121 - 48899 - 312 -14- 000048 - $25,503.00 • Unappropriated balance - Quality of Life Fund - $266,211.00 BACKGROUND: This purchase will be made in accordance with an existing Interlocal Participation Agreement with The Local Government Purchasing Cooperative (Buyboard) as allowed by Texas Local Government Code, Section 271.102, Cooperative Purchasing Program. Bids were taken by the Cooperative and a contract was awarded to Musco Sports Lighting, LLC under BuyBoard contract number 423 -13, Parks & Recreation Equipment & Field Lighting Products & Installation. The Parks & Recreation Department staff and Purchasing reviewed the contract for specification compliance and pricing and determined that the contract would provide the best product and pricing for meeting the needs of the City. The Interlocal Participation Agreement satisfies all bidding requirements under the Texas Local Government Code. This purchase replaces the lighting at Oak Grove softball fields 1 & 2, soccer fields 2 & 3 and adds lights on soccer fields 1 & 4. The Grapevine - Southlake Soccer Association 11/25/2013 (4:50:42 PM) will reimburse the City for the additional lights on soccer fields 1 & 4 in the amount of $266,211.00. The association will give the City $150,000.00 upon approval of the lighting for the soccer fields and pay the remaining $116,211.00 in equal payments over a 10 year period. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE SPORTS FIELD LIGHTING THROUGH AN ESTABLISHED INTERLOCAL PARTICIPATION AGREEMENT AND TO APPROPRIATE FUNDS FROM THE UN- APPROPRIATED BALANCE OF THE QUALITY OF LIFE FUND AND PROVIDING AN EFFECTIVE DATE b "o WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a cooperative purchasing program agreement with other qualified entities in the State of Texas; and WHEREAS, The Local Government Purchasing Cooperative (Buyboard) is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Participation Agreement with The Local Government Purchasing Cooperative (Buyboard) and wishes to utilize established contracts meeting all State of Texas bidding requirements; and WHEREAS, The Local Government Purchasing Cooperative (Buyboard) has an established contract #423 -13, Parks & Recreation Equipment & Field Lighting Products & Installation with Musco Sports Lighting, LLC; and WHEREAS, the City of Grapevine, Texas has a need to replace the sports field lighting at Oak Grove Park; and WHEREAS, the Grapevine-South lake Soccer Association has requested the lighting of two additional soccer fields at the Oak Grove Soccer Complex and has agreed to fund the purchase and installation of the lights and reimburse the City of Grapevine for these improvements; and WHEREAS, the City of Grapevine has sufficient funds in the unappropriated balance of the Quality of Life Fund. Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of sports field lighting from Musco Sports Lighting, LLC through an Interlocal Participation Agreement with The Local Government Purchasing Cooperative (Buyboard) for an amount not to exceed $811,714.00 with $266,211.00 to be reimbursed to the City by Grapevine - Southlake Soccer Association. Section 3. That the City Council of the City of Grapevine authorizes the expenditure and the appropriation of $266,211.00 from the Quality of Life Unappropriated Fund Balance. Section 4. That the City Manager or his designee is authorized to take all steps necessary to consummate the purchase of said lighting. Section 5. That this resolution shall take effect from and after the date of its passage. PASSED AND APPROVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS on this the 3rd day of December, 2013.
