HomeMy WebLinkAboutItem 11 - Micro-Surfacing and Slurry Seal Services , ���� � , „_.� � -._�t_�- MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER �� MEETING DATE: MAY 6, 2008 SUBJECT: APPROVAL OF A RESOLUTION TO RENEW AN ANNUAL CONTRACT FOR MICRO-SURFACING AND SLURRY SEAL SERVICES THROUGH AN INTERLOCAL AGREEMENT AN ESTABLISHED CONTRACT WITH THE CITY OF HURST RECOMMENDATION: City Council to consider renewal of an established annual contract with Viking Construction through an existing interlocal agreement with the City of Hurst for the purchase of micro- surfacing and slurry seal services by the Street Department on an as required basis. FUNDING SOURCE: Funds are available in account number 174-43301-090-000 Street Maintenance/Capital Replacement/ Annual Street Maintenance and Overlay/Transportation Infrastructure Maintenance in the amount of $20,000. BACKGROUND: This request is to approve a renewal of an annual contract for the purchase of micro-surfacing and slurry seal services. Purchases will be made on an as required basis and in accordance with an existing interlocal agreement with the Innovation Group National Purchasing Alliance as allowed by Texas Local Government Code, Section 271.102. Bids were taken by the City of Hurst, Texas (a group member) and a contract was awarded to Viking Construction, Inc. under bid number 6404-103. Council approved participation in the Alliance through resolution No. 2002-40 on October 2, 2002. The interlocal agreement and Cooperative Purchasing Agreement satisfies all bidding requirements under the Local Government Code. Micro-surfacing is the application of a '/4 to '/ inch of oil and sandy aggregate applied to the surface of asphalt streets to restore the wear surface, while rejuvenating the oxidized asphalt. There is no bleeding and the street will have the appearance of new overlay for approximately one-third of the cost of other types of applications. The slurry seal process is a mixture of rock, emulsion, water, polymers and portland cement that prolongs the life of the street while adding a rich black texture to the roadway surface. � Bids for micro-surfacing and slurry seal services were solicited by the City of Hurst, and an annual contract was established with Viking Construction, Inc. in 2004 and renewed effective May 10, 2008. The City of Hurst bid allowed for cooperative purchasing by member agencies through the National Purchasing Alliance Agreement. Contract pricing was established at $1.91 per square yard for slurry seal and $2.41 per square yard for micro-surfacing. Annual expenditures will be limited to the annual budget for this product. Viking Construction has provided this service in the past with satisfactory results. Staff recommends approval to renew an annual contract for micro-surfacing and slurry seal services from Viking Construction through an interlocal agreement with the City of Hurst. RESOLUTION NO. > � �V S A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS AUTHORIZING THE CITY MANAGER OR THE CITY MANAGER'S DESIGNEE TO PURCHASE MICRO-SURFACING AND SLURRY SEAL SERVICES THROUGH AN ESTABLISHED INTERLOCAL AGREEMENT AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by the Texas Local Government Code, Section 271.102 to enter into a Cooperative Purchasing Program Agreement with other qualified entities in the State of Texas; and WHEREAS, the Innovation Group National Purchasing Alliance is a qualified purchasing cooperative program as authorized by Section 271.102 of the Texas Local Government Code; and WHEREAS, the City of Grapevine, Texas has established an Interlocal Agreement with the Innovation Group National Purchasing Alliance; and WHEREAS, the City of Grapevine, Texas and the City of Hurst, Texas are both members of the Alliance; and WHEREAS, the City of Hurst, Texas as a member City of the Innovation Group Nationat Purchasing Alliance and has established an annual contract with Viking Construction, Inc. for slurry seal services at a cost of $1.91 per square yard and micro- surfacing services at a cost of $2.41 per square yard under bid number 6404-103. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine authorizes the purchase of slurry seal and micro-surFacing services from a contract established by the City of Hurst, Texas on an as required basis at the contract pricing not to exceed the approved annual budgeted amount for this product. Section 3. That the City Manager, or his designee, is authorized to take all steps necessary to consummate the purchase of said services. Section 4.
