Home My WebLink AboutItem 09 - Electric Vehicle Charging Stations i 111 1m A MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JUNE 19, 2012 SUBJECT: LICENSE AGREEMENT TO PROVIDE FOR ELECTRIC VEHICLE CHARGING STATIONS RECOMMENDATION: City Council to consider granting a revocable license to ECOtality to use and occupy three parking spots in downtown Grapevine and two parking spots at the Grapevine Concourse Facility, to install, maintain, and operate electric vehicle supply equipment (EVSE) for the limited purpose of encouraging the development and use of electric vehicles, approving an amendment to the license, authorize staff to execute said license and amendment and take any necessary action. FUNDING SOURCE: Electric Vehicle Supply Equipment (EVSE), software networking, maintenance, and incidental costs are provided as part of a grant from the U.S. Department of Energy for the collection and analysis of data for the Electric Vehicle Pilot Project through April 30, 2013. Additionally, the grant includes installation costs of up to $2,250.00 per station. The cost for installation at the Concourse is $5,695.00 which yields an out of pocket cost of$1,195.00 to the City. There are no costs to the City for the installation of the three downtown stations. ECOtality will provide Grapevine with 50% of the revenue received from charger access fees at each site. Charging Fees will be set to offset the cost to the City for the actual electricity used. BACKGROUND: The United States Department of Energy ("DOE") has provided grant funding to ECOtality in an effort (1) to collect and analyze data from electric vehicle (EV) users and EV-related infrastructure; (2) to characterize EV use in diverse topographic and climatic conditions; (3) to evaluate the effectiveness of EV charging infrastructure; and (4) to conduct trials of various revenue systems for commercial and public charging infrastructure. June 13,2012(3:22PM) Grapevine has a long-standing commitment to resource conservation and has been an active participant in environmental conservation and energy efficiency in the past. This program will provide the City with additional data upon which to base future environmental decisions. After December 31,2013, the EVSE units will be donated to the City.
