Please see the attached list of items to be purchased. FUNDING SOURCE: Funds are available in the Community Quality of Life Fund 121-42281-312-08-000001 in the amount of $108,990 and the Convention & Visitors Bureau budget in account 115- 42200-350-01 in the amount of$44,753. BACKGROUND: In order to enhance the holiday experience for residents and visitors to Grapevine and to continue to build upon our status as the "Christmas Capitol of Texas", staff recommends the purchase of additional Christmas decorations, LED lights for decorations and skyline lighting for the buildin�s on Main Street. This item was discussed by the Council in a workshop on April 15 h. At the workshop, there were several questions by Council members regarding a plan that the Council could look over to see the location of Christmas decorations from last Christmas and the location of decorations recommended by staff for this coming Christmas. A plan was included in the Council update last week. The total cost of the Christmas decorations, LED lights and skyline lighting is $153,743. Of the $153,743, $108,990 would come from the Community Quality of Life Fund and $44,753 from the CVB. Also, of the $153,743 approximately 50% is for the conversion of incandescent skyline lights and Christmas decorations to LED lights. All the lighted Christmas decorations and skylines will be LED lights that will pay for themselves with utility cost savings over a short period of time. The LED lights on the buildings will last 50,000 hours which is approximately 17 years at their current use. The LED lights for May 15, 2008 (9:31 AM) the Christmas decorations will last approximately 200,000 hours and at their current use will last many decades. Since Grapevine has declared the community the "Christmas Capitol of Texas", there has been a dramatic increase in the economic impact to the city. For example, with regard to hotel room revenue, there has been more than a 23% increase in hotel room revenue in December going from $8.95 million in 2005 to over $11 million in revenue in 2007. Also, retail sales from 2006 to 2007 in December increased over 10% from $240 million to $265 million. Many merchants in downtown Grapevine have indicated that the 2007 Christmas holiday sales were the best they have ever experienced in Grapevine. Finally, there has been a dramatic increase in non-paid media coverage since Grapevine became the "Christmas Capitol of Texas" in 2006. The Christmas season non-paid media coverage increased over 160% from 2006 to 2007 going from $264,260 to $689,914. There has also been a substantial increase in web site visitation from approximately 59,000 visitors in 2006 to over 86,000 visitors in 2007 during the month of December. Staff recommends approval.
