FUNDING SOURCE: Funds are budgeted in account 325-48910-210-08 Capital Equipment/Motor Vehicles/Fire Department in the amount of $260,000. BACKGROUND: Bids were taken in accordance with Local Government Code Chapter 252, Subchapter B, Section 252.021 (a) and Section 252.041 (a). The bid was advertised in the Fort Worth Star Te/egram on April 10, 2008 and April 17, 2008. This purchase is for a 2008 Freightliner MT-55 Walk-in Truck Chassis with a 22 foot Morgan Olson Body. The purchase of the chassis and van body is the first step in the process of replacing the Fire Department's current Dive Team Rescue Unit. The Department's current response vehicle is a 1988 Chevrolet step van that was first utilized in the sales and distribution of tools and has reached the end of its useful life due to maintenance costs and inability to pass the State vehicle inspection process. If approved, the next step will be to have the interior of the van body converted to the needs of the Dive Team. In its finished form, the vehicle will serve the department for the next 20 years. A companion bid has been issued for the van conversion and will be presented to Council as soon as bids are opened. Funding for the purchase of the truck chassis, van body and van conversion was approved in the current operating budget for fleet replacements. Invitations to bid were sent to 14 qualified vendors. Four vendors responded to the invitation. Fleet Services, Fire Department and Purchasing staff reviewed the bids to ensure compliance with the required specifications. The low bid that was received from Freightliner of Austin did not meet the specifications required for the 300 HP diesel engine, paint type and warranty requirements. The 300 HP diesel engine requirements are critical to the emergency requirements of the truck. May 15, 2008 (10:16AM) Freightliner of Austin bid a 260 HP truck as an exception. In addition, Freightliner of Austin did not meet the specified three-year bumper-to-bumper and five-year power train warranty requirements. Their offer was for a two-year, 24,000 mile basic bumper-to- bumper warranty and a three-year, 50,000 mile warranty on the power train. The next lowest bid from Houston Freightliner met all of the requested specifications. Staff recommends award of a purchase order to Houston Freightliner in an amount not to exceed $75,450.
