HomeMy WebLinkAboutItem 05 - City Hall Elevator � ,.�,.__� --- - 7 � �:��i° � MEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: MARCH 4, 2008 SUBJECT: APPROVAL OF THE PURCHASE OF ELEVATOR UPGRADE SERVICES TO THE ELEVATOR AT CITY HALL AND A RESOLUTION THAT RATIFIES THE INITIAL PURCHASE RECOMMENDATION: City Council to consider approval of the purchase of elevator upgrade services to the elevator at City Hall from ThyssenKrupp Elevator Company in the total amount of $22,982.72 and approval of a resolution that ratifies the initial purchase of services by City Staff. FUNDING SOURCE: Funds for this service are budgeted in account 174-74004-001-000 Street Maintenance Capital Replacement/Various Building Maintenance. BACKGROUND: This purchase will be established in accordance with Title 7, Chapter 791, Sub Chapter C of the State Government Code under an interlocal agreement with The Cooperative Purchasing Nefinrork (TCPN). Purchasing under cooperative purchasing agreements satisfy State bidding requirements and are of value to the City because of substantial savings through volume purchasing and elimination of administrative costs. TCPN Membership now includes nine states and 1,792 members. Council approved participation in the cooperative on May 16, 2000. This purchase is to upgrade the software and controller parts that run the elevator at City Hall. As part of and during the original construction of City Hall, a Kone elevator was installed with a Miprom SL Controller. At the time, this was a new product offered by Kone. Unfortunately, the elevator was not widely distributed and was subsequently removed from production. In addition, the software that runs the current elevator is proprietary. As a result, the current elevator contains parts that are no longer available. If the current elevator experienced a failure of a control component, City Hall would be without the use of an elevator for as long as two months. Such downtime would mean that Council meetings would not be accessible to people with disabilities and the daily operations of departments at City Hall would be severely impacted. � February 28,2008 (9:49AM) In order to meet the lead time requirements to order parts and to reduce the disruption to the operations at City Hall, Staff requested and received approval from the City ..:�,,,: Manager to issue an order to ThyssenKrupp Elevator Company under the current contract that this company has with TCPN. Issuing the order will reduce the lead-time by four weeks and minimize any disruption to the daily operations at City Hall. To mitigate the lead time risk, Staff recommends ratification of the action to issue the order to upgrade the City Hall elevator with a new control system. In addition to the new controller, new fixture buttons will be installed in the car and at both landings. The new controller will have non-proprietary software, and replacement parts are readily available. Additionally, the new controller has on-board diagnostics which is a feature that is not included on the existing controller. Staff recommends approval of the resolution to ratify the award to ThyssenKrupp Elevator Company for the purchase of services to upgrade the elevator at City Hall in the total amount of$22,982.72 CD February 28, 2008(11:59AM) �b+� �'� � ��� � �, � ��� .:..�.. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, TO RATIFY THE PURCHASE OF ELEVATOR UPGRADE SERVICES FROM THYSSENKRUPP ELEVATOR COMPANY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City of Grapevine desires to purchase elevator upgrade services described as: upgrade of software and controller system to the elevator at City Hall; and WHEREAS, the services will be purchased from ThyssenKrupp Elevator Company through a contract established with The Cooperative Purchasing Network (TCPN); and WHEREAS, the City of Grapevine, Texas is a local government in the State of Texas and as such is empowered by Title 7, Chapter 791, Sub Chapter C of the State Government Code to establish an Interlocal Agreement with The Cooperative Purchasing Network (TCPN) to purchase goods and services from contracts established by The Cooperative Purchasing Network (TCPN); and WHEREAS, in order to preserve and protect the public's safety and in order to _ reduce the disruption of service to City Hall, Staff felt it was in the best interest of the City to place the order with ThyssenKrupp Elevator Company to insure delivery within the lead time to acquire parts and schedule the services by ThyssenKrupp Elevator Company. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the City Council of the City of Grapevine ratifies the purchase of elevator upgrade services from ThyssenKrupp Elevator Company for a total cost not to exceed $22,982.72. Section 3. That this resolution shall take effect from and after the date of its passage.
